Community Empowerment Manager

Role Overview The Community Empowerment Manager develops and oversees a community empowerment program within a state, recruiting people served by Vivent Health, people living with or most vulnerable to HIV, and allies into programs that support meaningful civic engagement. Key Responsibilities Recruit, train, and mobilize community advocacy volunteers to advance Vivent Health’s public policy agenda. Represent Vivent Health’s interests at state and local levels of government and with public health partners. Build coalitions with local decision‑makers, community leaders, and organization partners; engage college activist groups. Organize events, networking, and educational activities to increase civic engagement in communities most impacted by HIV. Develop and execute advocacy programs, providing patients and other community members with skills to take action on specific legislative initiatives. Collaborate with advocacy, marketing, and communication staff to disseminate news and support Vivent Health’s public policy agenda through email, text, online content, and publications. Prepare fact sheets, reports, op‑ed pieces, and other public affairs materials. Track and analyze proposed legislation and rule‑making to assess impacts and determine organizational stances. Organize policy days, health center tours, and local events to educate policymakers. Maintain progress reports, provide project updates, and adhere to agency policies. Travel up to 35% of the time as required. Expectations & Skills Critical thinking and problem‑solving; proactive strategy development. Interpersonal, communication and presentation skills. Ability to manage multiple projects, set priorities and meet deadlines. Strong organizational and networking skills. Commitment to advancing racial, gender, LGBTQ+, disability, and economic justice. Qualifications High School Diploma or GED required. Minimum 4 years of professional or volunteer experience in community organizing, social justice advocacy, government relations, policy analysis, or related work. Demonstrated lived or lived‑experience commitment to HIV‑affected populations, people of color, LGBTQIA+, women, people who use drugs, and people experiencing homelessness. Experience with Microsoft Office, Teams, Zoom, digital advocacy platforms (Quorum, Everyaction), bill‑tracking, phone/text‑banking platforms, or state legislative websites. Ability to work cooperatively with community partners and diverse groups. Understanding of HIV, sexual and reproductive health, drug use, and social determinants of health. Strong existing relationships with community stakeholders in the state (preferred). Bilingual or multilingual, especially Spanish (preferred). Degree preferred but not required. Employment Terms Salary starts at $59,000 annually, depending on experience. The final salary will be determined based on market data, internal equity, and qualifications. Service may qualify for federal student loan forgiveness programs under Section 501(c)(3).
