Budget Officer (Budget Director)

This position is located in the Budget Directorate Branch of the Office of the Chief Financial Officer (OCFO). The Budget Branch manages the National Labor Relations Board's (NLRB) budget. The Budget Director oversees budget by planning, organizing, and directing the budget functions, including formulation, justification, preparation, interpretation, execution, and administration of the budgetary programs and policies. All qualifications and eligibility requirements must be met by the closing date of the announcement. IDEAL CANDIDATE STATEMENT The ideal candidate for the Budget Officer (Budget Director) will have experience with budget formulation, developing operating plans, executing and tracking appropriated funds, and experience with status of funds, and managing the fiscal year-end closing. The candidate has a strong understanding of budgeting principles, excellent analytical skills, and the ability to work collaboratively with Program Offices, Program Heads and the Agency Executives Leadership. Excellent oral communication and leadership skills to interact with senior level management and lead a team are essential. MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of a Budget Officer (Budget Director) at the GS-15 grade level. Specialized experience includes: Experience preparing, analyzing, monitoring budget plans to ensure compliance with regulatory guidelines, mandates, and internal controls while maintaining timely completion of budget deliverables; and Experience providing leadership and direction to a team of staff to resolve issues, and ensure high-quality products are completed within established deadlines; and Experience providing recommendations to support executive level budget decisions and maintain relationships with internal and external stakeholders to facilitate budget formulation, and budget execution.
