This position serves as a resource to employees and managersregardingrecruitment, onboarding, employee relations, benefits administration, performance management, policy interpretation, compliance, training, and leave administration. The HR Generalistis responsible forexecuting human resources strategies in support of the Center’s mission, vision, values, and culturewhileensuring adherence to employment laws, organizational policies, and best practices. This positionis theCenter’s sole HR professionaland actsas aliaison between managers and employees onallhuman resources-related matters,facilitateskey communications, and leads orfacilitatesongoing human resources-relatedday to day functions andactivitiesfor40+FTE organization.This position is supportedin partby theOperationsManager,worksclosely with theSeniorLeadershipTeam and is highlycollaborative withall members of theFinance&Operations Teamincluding the Chief OperatingOfficer,Grant Finance Director, Data Manager, Facilities Coordinator & Custodian, Executive Assistant, and external contractors. ESSENTiAL FUNCTIONS: Coordinate recruitment, hiring and onboarding Benefits & Leave Administration Training & Performance Management Employee & Labor Relations Human Resource Operations, Payroll & Compliance Administration Recruitment, Hiring, and Onboarding Coordinate recruitment activities including posting positions, screening applicants, schedulinginterviewsand communicating with candidates. Assisthiring managers throughout the selection process. Facilitate new employee onboarding and orientation programs. Maintain onboarding documentation andensurescompliance with employment eligibility requirements. Benefits & Leave Administration Support employee benefits administration, includinghealthcareand retirement planenrollments, changes, annual open enrollment,terminationand employee education Assistemployees with benefit-related questions and concerns. Coordinate leave administration processes, including Family and Medical Leave Act (FMLA), state leaveprogramsand Americans with Disabilities Act (ADA) accommodations. Maintainaccuraterecords and documentation related to employee leave requests. Training & Performance Management Coordinate training programs, compliancetrainingand professional development opportunities. Develop a system for trackingprofessional development and training activities, alignment with eachemployee’s professional development plan, andaggregate a monthlyagency-levelreportforsenior leaders. Track employee training records and certification requirements. Facilitate 90-day and annual performance review cycles, providing support and guidance to staff and leadership. Support planning, facilitation, and evaluation efforts foremployee recognition,wellnessand retention programs. Employee & Labor Relations Serve as a primary point of contact for employeesregardingHR-related matters and with the labor union. Respond to employee inquiries and provides guidance on policies, procedures, benefits, and employment practices and serves as the primary interface with benefit providers, HRIS systems, payroll providers, legal counsel, and other risk management professionals. Serve as the lead for employee relations issues including employee complaints and/or grievances;counsel andfacilitatecommunication amongst employees and managers, complete or coordinate investigations with external investigators as necessary, and prepare andmaintainrelated documentation. Coach managersregardingcommunication approaches, feedback,recognitionand interaction responsibilities with direct reports, making certain that managers are supported in communicating with staff successfully, ethically, honestly, and legally. Human Resource Operations, Payroll and Compliance Administration Maintain employee personnel files and HR information systems with accuracy and confidentiality.Responsible for compliance, maintenance, and confidentiality of employee and other human resource related recordsin accordance withproper personnel practice, organization policy, contractual agreement, and/or statute. Serve as primary contact to workers’ compensationcarrierand administrators, ensuretimelyreporting,maintainand monitor all workers’ compensation case files, follow up on open cases, and manage industrial leaves of absence. Serve as the organization’s compliance officer to ensure all state and federal employment and reporting requirements are met, including but not limited to, Equal Employment Opportunity Commission (EEOC), Americans with Disabilities Act (ADA), Employee Retirement Income Security Act, (ERISA) the Department of Labor, workers’ compensation, the Occupational Safety and Health Administration and Cal/OSHA. Support all compliance audits agency-wide by producing reports, providing documentation and any HR-related auditor requests. Assistwith policy development,updatesand communication. Prepare reports, metrics and documentation related to HR activities,Auditstimecards before payroll processing andsupportsleadership in resolving timekeeping issues and clock in/out functions. Review reports for accuracy andkeyspayroll data into HRIS system. Runs payroll with the approval of the Chief Operations Officer. Coordinate employee status changes andensure the accuracy of payroll and timesheet records, benefits accrual and deductions;Serve asprimarypayroll administrator. GENERAL DUTIES: Functions as a strategic member of theFinance & Operations Team; routinely collaborating with theLeadership Teamregardingkey organizational and management issues. Support internal employee steering committeesincluding theHealth & Safety Committeeand the DEIBCommittee, and the UnicornCommittee Provide guidance and mentorship to less experienced internal staff, community activists/advocates, and leaders at developing LGBTQ and allied organizations locally and across the country. Maintain strict confidentialityand the highest level of integrity and professional boundariesin relationships with all program leadership team members, staff, clients, media, and donors. Participate in a rotating Leader On-Call Program to support on-site staff in case of after-hoursemergencies. Superior skill incoachingmanagerswithemployee relationsissues andsupportingcompliance withlaws and regulations governingemploymentin California. Thorough knowledge ofmanagement principlesand practices, organizational development, operations, andapplying technologysystems related to humanresourcemanagement. Experiencepartneringwithexternalbenefitadministration providers. Excellent interpersonal, verbal, and written communication skillsincludingfacilitation, conflict resolution, and negotiation skills. Ability toquickly synthesizeand interpret information, present numerical data ina resourceful manner, and skillfully gather and analyzetrends in datawith an exceptionallevel of detail. Exceptionallyhigh levelof professional and personal integrity,organizational and individually consistentaccountability;and acontinuous learning/improvement mindset. REQURIEMENTS: Personal commitment to the Center’s mission and work to create a region where all LGBTQ+ people can thrive and a passionfor LGBTQ+ issues including a robust understanding of anti-racist frameworks, intersectionality,andsystems of oppression. Education: Bachelor’sdegreeinrelated field;five (5) or moreyears ofprogressively responsible human resources experience may be substituted for formal education.An equivalentcombination of education and relevant experience may be considered. Experience: A minimum of five(5)years of human resources management experience with increasing levels of responsibilityisrequired.Experience in recruitment, employee relations, benefitsadministrationand employment law compliancerequired. Certifications: Human resources certification, such as,SPHR,PHRca, SHRM-CP or equivalentis a strength. Computer/Office Equipment Skills: Superiorproficiencyworking with Microsoft Office, particularly Outlook, Word, Excel, PowerPoint, OneDrive, and Teams. Strong experience using digitalHRIS&payrollsystems(Ripplingis preferred). Language Skills: Fluency in English isrequired. Bilingual candidates who can speak, read, write, translate, and respond to media inquiries in Spanish are encouraged to apply. Work Schedule: This position is primarily in-person at the Center’s Lavender Heights location, 9 a.m.-6 p.m. Flexibility is necessary to occasionallyparticipatein evening or weekend eventsormeetings. Transportation: Access to reliable automobile transportation with a valid driver’s license and proof of insurance isrequired.Occasional travel to3additionalCenter worksiteswithin the Sacramento region isrequired. Physical Demands: The person in this position maybe requiredto sit or stand for extended periods,operateoffice equipment, open and close filingcabinetsand boxes, and communicate messages by telephone.
