Organization: The United States Space Force (USSF) is a military service that organizes, trains, and equips military members and civilians to protect U.S. and allied interests in space and provide space capabilities to the joint force. USSF responsibilities include developing Guardians, acquiring military space systems, maturing the military doctrine for space power, and organizing space forces to present to our Combatant Commands (CCMDs). The strategic importance of space can’t be overstated. Political and humanitarian interests as well as commercial concerns vital to the world economy all rely on space-based systems. Launched in 2019 as the nation’s sixth and newest military branch, the USSF was created to protect the interests and assets of America and its allies in this heavily contested realm. The Department of Defense relies on satellites and advanced space-based technology for secure communications, navigation, real-time reconnaissance, precision targeting on the battlefield, early warning of potential missile launches, and even weather forecasting. Guardians and civilians of the USSF are challenged every day to reach new heights in protecting and amplifying these space-based capabilities and defending our way of life by maintaining our edge in space. Position: The United States Space Force (USSF) at the Pentagon is searching for a TMM Program Manager to support SYD 81 (NH-0343-03, GS-12/13 Equivalent). This Acquisition Program Manager will develop and manage two Space Force wide programs - a Human Resources IT program and a Continuous Fitness Assessment Wearables (CFAW) program - driving cost, schedule, and performance for HR IT and CFAW. The role leads cross-functional IPTs, drives acquisition integration across SYD 81, defines and enforces program management processes, provides statutory compliance guidance (e.g., Clinger-Cohen Act), and manages contract execution for A&AS/SETA personnel. Ideal Candidate At least 5 years of experience in defense acquisition and program management. Background in leading enterprise capability acquisitions, navigating Defense Business Systems (DBS), and executing agile software methodologies. Knowledge of the Business Capability Acquisition Cycle (BCAC - DoDI 5000.75), Software Acquisition Pathway (DoDI 5000.87), Contracting Officer Representative (COR) duties, and APDP Practitioner Certification in Program Management. Ability to lead a team of Government civilian, military, and support contractors. Effective communicator who can receive, interpret, and convey programmatic information from senior leadership to the rest of the organization. Knowledge, Skill & Abilities Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to logistics contracts and program management and material support. Knowledge of government and private industry policies and practices related to business management, industrial management, financial systems, technical concepts, and production practices. Ability to gather, analyze, and evaluate program information to determine acquisition strategy and sources. Knowledge of the missions, roles, functions, organizational structures, and operations of the Department of Defense. Ability to plan, organize, and coordinate multidisciplinary program team activities; analyze requirements; make sound technical and business decisions; and integrate work operations. Ability to communicate effectively, orally and in writing, with technical accuracy; use computers and various software and databases; and make sound judgments concerning program progress. Ability to establish and maintain good relationships, be persuasive, plan, organize, analyze problems, translate complex information, conduct research, summarize results, recommend decisions, and manage critical aspects of service contract requirements. Requirements Must be a U.S. Citizen. Must be able to obtain and maintain a Secret security clearance. Employee must file an OGE-450, "confidential Financial Disclosure Report," within 30 days of assuming this position and annually thereafter; attend annual ethics and procurement integrity training. May be required to work overtime on an unscheduled or emergency basis. Eligible for situational telework only, including emergency and OPM prescribed "Unscheduled Telework." This position will close after 5 business days or 75 applications, whichever comes first. Employee may be required to perform travel by military or commercial passenger aircraft. This is a centrally managed position; PCS/relocation/recruitment funding may be authorized. Subject to Temporary Duty Assignment (TDY): Approximately 21 days per year.
