The Oregon Department of Environmental Quality has a full-time opportunity available for a Medium and Heavy Duty Grants and Fleet Support Analyst (Program Analyst 2) in Portland, Oregon. This position is limited duration for 2 years, with the potential of being extended or made permanent pending Budget and Legislature approval.

The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the state's natural resources.
The Air Quality Division is responsible for collecting environmental information, analyzing environmental information, and developing sound and effective environmental strategies. The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities. In partnership with others, the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts. The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians.
This position is part of the Transportation Strategies Section within the Air Quality Division at Headquarters. The Transportation Strategies Section develops policies, programs, rules, guidance, and legislative concepts to achieve Oregon's ambitions to be a leader among states in mitigating air and climate pollution to improve the health and vitality for Oregon. A key function of this section is the development of transportation related reduction strategies needed to protect public health and reduce greenhouse gas emissions to meet its statewide goals. These strategies address a broad array of transportation related emissions sources that contribute significantly to air quality degradation, climate change impacts, and public health risk.
This position was established to help oversee and administer emission reduction grants provided through the Oregon Volkswagen (VW) Environmental Mitigation Fund and EPA's Climate Equity Resilience Through Action (CERTA) grant. Oregon's allocation to the VW fund is approximately $72.9 million to be spent over 10 years. The allocation for the CERTA Clean Trucks measure is $6 million over the next 4 years. The overall goal of these funds is to reduce nitrogen oxide (Nox) emissions, greenhouse gas emissions, and other associated air pollution from mobile sources, specifically medium and heavy duty diesel engines.
What you will do!
You will support the implementation of Oregon's Volkswagen (VW) Environmental Mitigation Fund, the CERTA Clean Trucks grant, the Clean Heavy Duty Vehicle (CHDV) grant, and the federal Diesel Emissions Reduction Act (DERA) grant. You will support the Medium- and Heavy-Duty Vehicle Grants and Incentives team in carrying out day-to-day operations, including grant administration, project tracking, and interested party coordination. You will provide technical expertise and assistance to eligible fund recipients, particularly fleet owners and operators. You will support fleet transition planning and implementation, including helping fleets evaluate and plan for the transition to cleaner diesel and zero-emission vehicle (ZEV) technologies. You will also work with the Medium- and Heavy-Duty Vehicle Grants and Incentives team to evaluate and approve (or reject) diesel mitigation projects. In addition, you will monitor and evaluate program progress to ensure grant funded projects meet emissions reductions, timelines, and agency goals. This will include tracking key metrics, collecting and analyzing program data, assisting in program communications, and developing reports for the program, all while ensuring adherence to DEQ contracting, reporting, and other fiduciary policies governing the management of state and federal grant funds.

What are we looking for?
Minimum Qualifications: 5 years of experience coordinating or administering a program.
- Bachelor's degree in business or public administration, behavioral or social sciences, environmental science, or a closely related field may substitute for 3 of the required years of experience.
- Master's degree in business or public administration, behavioral or social sciences, environmental science, or a closely related field may substitute for 4 of the required years of experience.
- Doctorate degree in business or public administration, behavioral or social sciences, environmental science, or a closely related field may substitute for 5 of the required years of experience.

- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Experience analyzing data and financial information to oversee implementation of various aspects of a program, such as diesel emission mitigation project evaluation and verification.
- Experience working with medium- and heavy-duty vehicle fleets, including providing technical assistance and support related to fleet transition planning, vehicle electrification, charging infrastructure considerations, operational impacts, and funding or incentive opportunity identification to support cleaner vehicle adoption.
- Demonstrated experience facilitating meetings and building and fostering relationships with a diverse group of partners including managers and colleagues, interested parties, communities, organizations, regulated entities, and businesses, particularly those focused on transportation issues; skill in conflict resolution, negotiation, and collaboration.
- Skill in conflict resolution, negotiation, collaboration, and engagement; strong interpersonal skills with an ability to break down traditional barriers that exist between programs, challenging people to take a coordinated rather than independent perspective.
- Experience with project management processes and best practices; demonstrated experience managing complex projects including organizing, planning, tracking deadlines, identifying potential problems, recommending solutions, and coordinating work of others.
- Experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues.
- Highly motivated; a willingness to take initiative; ability to work creatively to find solutions; innovative; and excellent problem-solving skills involving detailed thinking for solving complex issues.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy, program, or technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise program briefs or reports that include analyses, recommendations, and conclusions to diverse audiences.

This position will be based out of DEQ's Headquarters office in Portland; however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires occasional travel on official State business for meetings, conferences, trainings, and seminars, some of which may involve evening work, weekend work, and overnight stays.
