Position: Medium and Heavy Duty Grants and Fleet Support Analyst (Program Analyst 2) – Portland, Oregon. About DEQ The Oregon Department of Environmental Quality protects and enhances the state’s natural resources. The Air Quality Division collects and analyzes environmental data to develop effective strategies for air quality and climate protection. What you will do You will support implementation of Oregon’s Volkswagen Environmental Mitigation Fund, the CERTA Clean Trucks grant, the Clean Heavy Duty Vehicle grant, and the federal Diesel Emissions Reduction Act grant. You will administer day‑to‑day grant operations, track project progress, and coordinate with fleet owners and other stakeholders. You will provide technical assistance to fleet owners, evaluate and approve mitigation projects, and monitor emissions reduction performance. You will collect, analyze, and report program data, and ensure compliance with contractual, reporting, and fiduciary requirements. Minimum Qualifications Five (5) years of experience coordinating or administering a program. Substitutions Bachelor’s degree in business, public administration, behavioral or social sciences, environmental science, or a closely related field may substitute for three years of experience. Master’s degree in the same fields may substitute for four years of experience. Doctorate degree may substitute for five years of experience. Desired Attributes Understanding of environmental justice and the historical impacts on underrepresented communities. Data and financial analysis experience for grant evaluation and verification. Experience working with medium and heavy‑duty vehicle fleets and providing technical assistance for fleet transition. Strong facilitation and relationship‑building skills with diverse partners. Conflict resolution, negotiation, and collaboration abilities. Project management experience with complex initiatives. Evaluation, research, and procedural innovation skills. Highly motivated, creative problem‑solver. Excellent verbal and written communication skills tailored to diverse audiences. Working Conditions This position is based at DEQ Headquarters in Portland and may require occasional travel for meetings and training. Hybrid work is possible with prior agreement.
