Outreach Specialist

Job Title: Outreach Specialist Location: Houston, Texas (MAP DINO) Starting Date: Immediately BASIC FUNCTION The Outreach Specialist is responsible for key funded program activities, including testing for HIV/STIs to eligible priority populations as indicated in the contract statement of work and program requirements. The specialist ensures HIV Prevention services are delivered in a culturally responsive and sensitive manner to all eligible persons, aligning with the national HIV/STD Strategy and the Texas HIV Plan. Outreach specialists travel within assigned metro or rural areas to provide HIV, Syphilis, HCV testing, education, and assist clients with service referrals as needed. MINIMUM QUALIFICATIONS High school diploma or equivalent and a minimum of one-year experience in community outreach working with the target population of the grant. Preferably bilingual Spanish and previous experience working with Hispanic, African American, and LGBTQ populations. Proficiency in the use of social media, computer, and Microsoft Office/365 (Word, Excel, PowerPoint). Willingness to be fingerprinted and pass a background check. PRINCIPAL ACCOUNTABILITIES Implement focused HIV/STD/Hepatitis C Virus testing in non-traditional settings. Engage individuals and communities most vulnerable to HIV; provide comprehensive prevention services and linkage to care for people living with HIV. Provide full STI panel services, including viral hepatitis testing when eligibility criteria are met, in accordance with CDC guidance. Execute projects to prevent and reduce HIV, STIs, Hep C, communicable diseases, substance abuse, and mental health disparities. Engage in the grant model designed to build community capacity to address health disparities through mobilization efforts. Assist in implementing community-level interventions aimed at improving health by changing community norms, attitudes, policies, and health system practices. Strengthen community involvement by fostering ownership, participation, and collaboration at educational institutions and other community sites. Increase local coordination and collaboration among community members, groups, organizations, and sectors (public institutions, private business). Promote community awareness, support, education, and dialogue. Create an environment that empowers people of color, LGBTQ individuals, youth, and other marginalized populations. Submit required data on project activities and client contacts using specified systems and formats. Work with the project team to assess needs and resources prior to intervention implementation. Develop a plan summarizing major activities, milestones, and goals; monitor and report on progress. Lead and maintain mechanisms for community or stakeholder engagement, such as advisory boards. Carry out planned activities as indicated in the project plan and conduct periodic assessments following a formal evaluation plan. Follow all statement of work requirements, agency policies, and procedures. Complete all required trainings, including program reporting systems, data security, quality assurance, monitoring, policy and protocol compliance. Perform other duties as assigned. PHYSICAL AND MENTAL REQUIREMENTS Excellent oral and written communication skills. Public speaking skills and ability to work comfortably with groups, both small and large. Proficiency in social media and Microsoft Office applications. Ability to establish effective working relationships with all levels of management, staff, and volunteers. Strong organizational, analytical, and problem-solving skills. Ability to work well independently and as a member of a team. Knowledge of local HIV/STD/Hep C resources, FQHCs, ATOD stakeholders, initiatives, and plans. WORK ENVIRONMENT Office and community-based work. WORK SCHEDULE This position is nonexempt and eligible for overtime. Typical hours are Monday through Friday, 8 am − 5 pm. Occasional evenings and weekend events may be required. Occupational Risk Exposure Medium risk. Position Type Full-Time Salary $17 to $19 per hour Job Requirements At least 1 year of relevant experience preferred.
