Senior Estimator

Sector: Heavy/Civil Construction — Water/Wastewater, Site Civil, Roadway/DOT The Company Our client is a well established heavy/civil contractor with a strong self perform capability and a diverse portfolio spanning water and wastewater, site civil, and transportation infrastructure across the region. With a healthy pipeline of public and private work, they are investing in their pre construction team and are looking to add an experienced Senior Estimator to lead complex bids and mentor developing staff. The Role The Senior Estimator will lead estimating and proposal efforts across a diverse portfolio of heavy/civil projects, with a primary emphasis on water and wastewater work and strong involvement in site civil, roadway and DOT projects. The focus of the role is to help clients make fact based decisions by presenting accurate, credible estimates while minimising commercial risk to the business. Project emphasis Primary focus on water and wastewater construction and upgrades, including treatment plant work, pump stations, conveyance, yard piping, structural concrete for tanks and basins, and coordination of process mechanical and I&C scope. Strong secondary involvement in site civil work, including mass earthwork, grading, site utilities, and storm and sanitary systems. Roadway, highway and DOT projects, including unit price bidding, prevailing wage and DBE compliance, and state specific bid requirements. Key Responsibilities Lead estimating strategy and implementation across assigned pursuits. Lead the project team review of quantities and scope, and lead the risk review process. Own compliance with estimating methodology to ensure consistent, quality estimates. Lead subcontractor solicitation and pre qualification, and review and approve subcontractor bid packages before quotes are transmitted. Review and approve specialty and standard equipment pricing. Review and approve quotes on bonds and insurance. Review and approve small, disadvantaged and DBE business solicitation and evaluations.Review and approve project summary schedules and manage workload scheduling to ensure timely delivery. Approve general conditions, indirect costs and general requirements provided by the project team. Make final recommendations on fee, contingency and escalation. Develop strategy on contract and partnering agreements, and verify and approve estimates for joint venture reviews. Review commercial terms and conditions and address risk issues. Review and validate value engineering items, alternates and options. Own the accuracy and validity of estimate clarifications and assumptions, and review documents for gaps and overlaps in scope. Present the estimate to internal and external clients and complete the final review before management review and proposal presentation. Own cost history, database management and continuous improvement of the estimating process. Provide man hour quotes for required estimating effort and lead teams through pre construction services. Train and mentor estimating staff. Qualifications Bachelor's degree in Engineering, Construction Management or a related field, and a minimum of 7 years of direct project estimating experience. Applicable experience may be substituted for the degree requirement. Heavy/civil estimating background essential, with water/wastewater emphasis strongly preferred and site civil, roadway or DOT experience of clear interest. #J-18808-Ljbffr Pivotal Recruitment Ltd
