Civil Service Title – Civil Engineer 3 Job Overview The New York City Department of Transportation, Division of Bridges is responsible for managing the full life cycle of over 800 bridges and tunnels and over 600 retaining walls, ensuring public safety and mobility for all users. Team members work on major project designs, oversee construction and maintenance activities, perform engineering reviews, and conduct quality assurance on some of the city’s most iconic and complex projects. The Bureau of Capital Design and Construction manages all aspects of design and construction for NYC‑owned bridges and tunnels, contracting with private engineering and construction firms. Engineering firms provide design, construction support, resident engineering, and inspection services under the Bureau’s direction. This role is a Civil Engineer L3 Project Manager who will lead bridge capital design projects in the Roadway Bridges group. Duties include both design‑phase oversight and coordination for construction execution. Key Responsibilities Direct all functions during the design phase of bridge reconstruction or rehabilitation projects, exercising independent judgment and initiative. Supervise engineering professionals and clerical employees, both directly and indirectly. Analyze complex civil engineering projects to determine requirements, uncertainties and constraints, and develop appropriate implementation plans. Apply leadership and teamwork skills to address project needs, analyze and manage risks and issues, and develop mitigation recommendations. Review consultant submissions during the design phase—including plans, specifications, cost estimates, environmental documents, invoices, project schedules and change orders. Coordinate with NYCDOT divisions and external agencies such as NYSDOT, FHWA, NYCDPR, and others. Attend on‑site meetings or coordinate with contractors to resolve issues arising during field investigations or inspections. Oversee development of construction contract documents and assist with contractor procurement efforts. Develop the Resident Engineer Contract to support construction and assist in procurement. Utilize the Contract & Project Management System (CPMS) for rate approval and processing invoices for design consultants. Coordinate with Division staff to ensure funding sufficiency and prepare related documents. Update project schedules using the Division’s system. Manage and resolve project issues, taking a proactive approach to risk management. Perform other related duties as required. Minimum Qualifications Four (4) years of full‑time, satisfactory experience in civil engineering work. A valid New York State Professional Engineer’s License, maintained for the duration of employment. A master’s degree in civil engineering may substitute one year of civil engineering experience. For placement in Assignment Levels II and III: at least one year within the last three years as a major contributor or project leader on a complex project requiring specific expertise in the needed disciplines. Preferred Skills Familiarity with environmental processes and design codes. Strong verbal and written communication skills. Knowledge of current civil engineering design and construction practices for bridge rehabilitation and reconstruction. Proven experience as a Project Manager, capable of multitasking and working with multidisciplinary teams. Experience supervising consultants and managing multi‑million‑dollar bridge projects, including contract administration and regulatory compliance. Proficiency using Microsoft Dynamics 365 for project tracking. Proficiency in procurement and bidding processes for large‑scale infrastructure projects. Ability to coordinate with multiple agencies and stakeholders to advance project objectives efficiently. Track record of budget forecasting and project scheduling.
