Help

Serving as a Supervisory Accountant GS-0510-14 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located at the Federal Law Enforcement Training Centers (FLETC), Chief Financial Officer Directorate (CFO), Finance Division (FIN), in the Travel and Relocation Branch (TRB). in Glynco, Georgia.

The primary purpose of this position is position is the administration of a significant accounting program or fiscal function which accounts for all appropriated and non-appropriated funds and the delivery of accounting services to two supported DHS components

Typical duties include:

  • Managing, monitoring, and solving significant problems complicated by interfaces and interrelationships between and among programs, systems, functions, policies and numerous critical issues
  • Formulating policies, plans, systems, and procedures for managing and continually improving the efficiency and effectiveness of accounting and financial systems
  • Planning, analyzing, and determining cost/benefit relationships; testing systems changes to ensure they do not compromise regular reporting requirements
  • Planning, designing, implementing, and maintaining an accounting system that functions to meet operational and reporting needs; providing technical advice on administrative and management systems that are integrated with accounting and other financial management systems; evaluating proposals to integrate accounting systems with administrative support and functional program information systems
  • Directly supervising a staff of accountants and accounting technicians

  • This position is Emergency Essential and required to sustain FLETC's operations under all conditions to ensure FLETC Continuity of Operations for Mission Essential Functions in the event of an emergent disruption of operations locally or DHS-wide.
  • New supervisors/managers must successfully complete a 1-year probationary period.

Basic qualifications for the GS-0510 Accountant Series:
  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the education requirement, you must meet the following Specialized Experience:

You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as:
  • Managing, monitoring, and solving significant problems complicated by interfaces and interrelationships between and among programs, systems, functions, policies and numerous critical issues of a mission-oriented, and
  • Federal bureau-level accounting program and fiscal services operation; and
  • Providing leadership and supervision to accountants and accounting technicians.

Substitution of education in lieu of specialized experience may not be used for this grade level.

Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Secret as a condition of placement in this national security position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Physical Demands: The work is mostly sedentary and requires no special physical demands.

Work Environment: The position works in a typical office setting.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
