Pay Rate Pay Band E07 (Non-Rep) $137,693.00/year (minimum) – $208,607.00/year (maximum) Note: The negotiable salary offer will be between $137,693.00 - $166,854.76, commensurate with education and experience. Reports To Principal Construction Engineer Current Assignment The San Francisco Bay Area Rapid Transit District (BART) is seeking a highly experienced, solutions-driven Senior Construction Engineer to lead complex transit infrastructure delivery supporting one of the nation’s most vital public transportation systems. This position plays a critical leadership role in advancing BART’s capital improvement program by overseeing major construction projects that enhance system reliability, modernize aging infrastructure, improve rider experience, and support regional mobility and sustainability goals. The Senior Construction Engineer serves as both technical authority and project leader, ensuring projects are delivered safely, efficiently, and in alignment with operational needs. Qualifications Progressive engineering and construction management experience on large-scale capital projects Delivery of transportation, power, rail, tunnel, bridge, or other complex heavy civil infrastructure projects Proven success managing multiple concurrent projects with significant public impact Registration as a Professional Engineer (PE) or ability to obtain within a specified timeframe Construction management within complex transportation or heavy infrastructure environments Administration of public works construction contracts and procurement requirements Project delivery within live operating environments involving safety-critical constraints Schedule management, cost control, and risk mitigation strategies Contractor oversight, negotiation, change order management, and dispute resolution Effective stakeholder coordination across internal departments, regulatory agencies, and external partners, supported by strong knowledge of applicable building codes, safety regulations, and transit industry standards Responsibilities Performs complex engineering design or construction project duties; as assigned, may serve as Resident Engineer on construction projects; may direct contract resident engineers on assigned project. Establishes schedules and methods for providing contract administration services; inspects and verifies quantities of materials, and monitors adherence to specifications; identifies resources needed. Monitors progress of engineering design or construction projects; makes recommendations on resources to be allocated. Assists in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures. Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures. Recommends approval of and submits contractor's progress payment applications; maintains documentation of contract deficiencies. Prepares engineering designs, specifications, costs and quantity estimates for engineering projects; reviews the adequacy and accuracy of computations. Administers control of required documentation for contracts; prepares a variety of reports and correspondence on engineering design or construction matters including Inspector's Daily Reports, monthly and final completion reports, contract modifications and negotiations, field and design engineering changes, and correspondence with the contractor on contractual obligations. Initiates and evaluates design and field engineering changes during construction; makes field measurements of completed items of work; inspects construction at substantial and final completion states. As assigned, may participate in the selection of engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. Participates in the preparation and administration of the program budget; submits budget recommendations; monitors expenditures. Prepares analytical and statistical reports on operations and activities. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering design and construction. Education A Bachelors degree in engineering or a closely related field from an accredited college or university. Experience Three (3) years of (full-time equivalent) verifiable experience in engineering project administration. Substitution Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
