Job Summary

The Mississippi Department of Human Services (MDHS) is seeking a Senior Organizational Design & Operating Model Consultant to evaluate the existing MIS organizational structure and develop a future-state organizational model aligned with the new Guide system. The consultant will assess existing roles, reporting relationships, workforce capabilities, and governance structures to recommend an effective future-state operating model.

Required / Preferred Experience

• 5+ years of experience in organizational design, target operating model development, workforce planning, or public-sector consulting.

• Experience assessing organizational structures and workforce capabilities.

• Strong understanding of organizational governance and role alignment.

• Experience developing future-state organizational structures and operating models.

Key Responsibilities

• Assess the existing MIS organizational structure.

• Analyze current employee roles, responsibilities, and reporting relationships.

• Review organizational capabilities and identify operational gaps.

• Identify overlapping responsibilities, redundancies, and workforce capability gaps.

• Conduct span-of-control analysis.

• Develop recommendations for future-state organizational positions and reporting structures.

• Define proposed governance arrangements and accountability structures.

• Develop role profiles aligned with the future-state operating model.

• Ensure the proposed organizational design aligns with the new Guide system.
