AFCOOL Purchasing Agent Manager

Position Summary

The AFCOOL Purchasing Agent Manager is responsible for supporting the successful administration of the Air Force Credentialing Opportunities On-Line (AFCOOL) program and ensuring clients can obtain approved academic credentials, professional certifications, licenses, and related credentialing support.

This position provides leadership and oversight to Purchasing Agents and manages activities associated with credentialing purchases, funding requests, certification verification, and education records. The Purchasing Agent Manager serves as a technical resource to staff and works closely with government stakeholders and the Contractor Program Manager to ensure activities are completed accurately, timely, and in accordance with AFCOOL priorities, policies, and procedures.

Key Responsibilities

• Lead, mentor, and provide guidance to Purchasing Agents supporting AFCOOL credentialing activities.
• Identify, load, review, and verify professional certifications and credentials relevant to Air Force and Space Force specialties.
• Provide guidance regarding appropriate and approved career-field-related credentials, available funding, and program requirements.
• Manage and recommend approval of purchases for licensure and certification examinations, preparatory courses, and approved study materials.
• Manage the budget for AFCOOL-approved credentialing purchases and monitor expenditures and funding activity.
• Create and maintain educational goals, approval requests, and funding requests within the Air Force Automated Education Management System (AFAEMS).
• Load, track, and monitor funding requests, purchases, and receipts associated with approved credentialing support.
• Maintain and update education and credentialing records within AFAEMS, the Academic Institution Portal (AIPortal/AI Portal), and other applicable systems.
• Ensure purchasing and credentialing activities are completed within established timelines and in accordance with the AFCOOL scope of work.
• Organize, direct, and coordinate the planning and execution of activities associated with AFCOOL purchasing tasks.
• Monitor workflow, task completion, and staff performance to ensure program requirements and service standards are met.
• Provide status updates and reports to government stakeholders and the Contractor Program Manager.
• Ensure accuracy, completeness, and compliance of credentialing, purchasing, and education records.

Minimum Qualifications

• Minimum of 5 years of relevant professional experience , including experience leading tasks, mentoring employees, and providing guidance to staff.
• Minimum of 3 years of experience working with automated education management systems, personnel management databases, or comparable systems .
• Experience maintaining, managing, and updating education or personnel records in automated systems.
• Demonstrated experience coordinating multiple tasks, monitoring deadlines, and ensuring timely completion of program requirements.
• Experience managing or supporting purchasing, funding, or financial tracking activities.
• Strong organizational, analytical, communication, and customer-service skills.
• Ability to work effectively with government personnel, program leadership, staff, and clients.

Preferred/Highly Desired Experience

• Experience supporting the Air Force Credentialing Opportunities On-Line (AFCOOL) program.
• Experience working with the Academic Institution Portal (AIPortal/AI Portal) and Air Force Automated Education Management System (AFAEMS) .
• Knowledge of Air Force or Space Force education, credentialing, certification, or professional development programs.
• Experience managing credentialing purchases, including certification exams, preparatory courses, study materials, funding requests, and receipts.
