Maintenance Operations Manager

For School Year 2027-2028 Reports to : The Superintendent Full time/ 240 days per year The Opportunity: Kake City School District is seeking a highly skilled Maintenance Operations Manager to lead our Facilities and Operations Department. This is a critical leadership position responsible for the safety and functionality of our school plants, district housing, and transportation fleet. Why This Role? You will serve as the district's primary liaison with the Alaska Department of Education & Early Development (DEED), ensuring our facilities remain certified and eligible for state funding. You aren't just "fixing things"—you are managing the district’s long-term infrastructure, from writing six-year capital plans and soliciting contractor bids to overseeing pupil transportation and district housing leases. What We Are Looking For: Position Summary The Maintenance Operations Manager is a senior leadership role responsible for the comprehensive oversight of school district physical plants, grounds, housing, and transportation infrastructure. This position ensures a safe, clean, and functional environment through the strategic management of facility maintenance, custodial services, and long-range capital planning. This role acts as the primary liaison between the District, the Alaska Department of Education & Early Development (DEED), and external contractors. Primary Responsibilities 1. Alaska Facilities Management & DEED Compliance Preventive Maintenance Program: Implement a PM program that meets Alaska DEED standards to ensure continued state funding eligibility. Professional Development: Must attend and remain current with all DEED Facility Management trainings and workshops (typically held in Anchorage or Juneau) to ensure alignment with state regulations and CIP requirements. Safety & Compliance: Ensure all facilities comply with fire codes, OSHA, and AHERA (Asbestos) standards. 2. Capital Improvement Project (CIP) & Contractor Management Contractor Solicitation: Responsible for the formal solicitation of bids, development of Requests for Proposals (RFPs), and the selection of qualified contractors in accordance with District procurement policy and state law. Contractor Oversight: Act as the primary point of contact and project manager for all external vendors. Actively manage and supervise on-site contractors to ensure work meets technical specifications, safety standards, and budget constraints. CIP Planning: Maintain the District’s Six-Year Capital Improvement Plan and lead the preparation of annual DEED CIP grant applications by the September 1 deadline. 3. Transportation & Fleet Management Licensure & Operations: Must maintain a valid Commercial Driver’s License (CDL) to support district transportation needs and oversee busing operations. Compliance: Direct school district busing operations, ensuring all routes are compliant with DEED standards. Safety & Reporting: Oversee bus safety inspections and ensure all drivers meet recertification requirements. Submit the Annual Pupil Transportation Report (Oct 1) and all quarterly state reports. 4. District Housing & Property Management Leasing & Finance: Create and establish tenant leases for district-owned housing. Manage the collection of security deposits and monthly rental payments. Maintenance: Manage all repairs and preventative maintenance for district properties to ensure habitability. 5. Personnel & Budgetary Oversight Staff Leadership: Supervise and evaluate all maintenance and custodial personnel. Budgetary Control: Develop and manage the annual Maintenance and Operations budget. Qualifications Education and Experience Education: Bachelor’s degree in Facilities Management or Construction Management (preferred); or High School Diploma with 10+ years of equivalent high-level experience. Experience: Minimum of 7–10 years in facilities maintenance, with significant experience in contractor management and state-level reporting. Mandatory Certifications & Requirements CDL Requirement: Must possess a valid Commercial Driver’s License (CDL) at the time of hire or be able to obtain one within 90 days of employment. Maintenance of this license is a condition of continued employment. State Training: Commitment to attend DEED-mandated Facility Management trainings as scheduled by the state. Procurement Knowledge: Demonstrated experience in soliciting bids and managing construction/maintenance contracts. Physical Requirements & Working Conditions Must be able to climb ladders, inspect crawl spaces, and traverse construction sites. Available for "on-call" emergency response.
