Payroll Manager

Position Summary

We are seeking an experienced and detail-oriented Payroll Manager to lead and oversee the weekly payroll operations for a high-volume staffing organization processing payroll for more than 1,800 employees each week. This role is responsible for ensuring accurate and timely payroll processing, maintaining payroll records, managing payroll compliance, resolving employee payroll inquiries, overseeing garnishments, supporting client invoicing, and providing leadership to payroll team members.

The ideal candidate possesses strong analytical skills, exceptional attention to detail, advanced payroll knowledge, and the ability to thrive in a fast-paced staffing environment. This individual will work closely with branch offices, operations teams, finance, and clients to ensure payroll accuracy and outstanding service.

Essential Duties and Responsibilities

Payroll Operations

• Manage and oversee the complete weekly payroll process for 1,800+ temporary and internal employees.
• Review, verify, and approve payroll data to ensure timely and accurate employee compensation.
• Monitor payroll deadlines and ensure compliance with company policies and wage and hour regulations.
• Update and maintain employee payroll records, including pay rates, deductions, tax information, and direct deposit changes.
• Ensure proper coding of time entries, pay rates, departments, and client billing classifications.
• Perform payroll audits and reconciliations to identify and correct discrepancies.

Team Leadership

• Supervise, train, and support payroll staff to ensure accuracy, efficiency, and adherence to company procedures.
• Establish payroll processing standards and best practices.
• Provide coaching and performance feedback to payroll team members.
• Assist with implementation of payroll-related system enhancements and process improvements.

Employee & Client Support

• Serve as the primary point of contact for payroll-related questions and concerns.
• Investigate and resolve payroll discrepancies, missing hours, tax questions, and payment issues in a timely manner.
• Escalate complex payroll concerns when necessary and follow through to resolution.
• Partner with branch offices and staffing teams to ensure accurate collection of timesheets and payroll information.

Compliance & Reporting

• Process wage garnishments, child support orders, levies, and other payroll deductions in compliance with federal and state regulations.
• Maintain complete and accurate payroll documentation and records.
• Generate payroll reports, labor reports, and management reporting as needed.
• Ensure compliance with all payroll tax requirements and company policies.

Billing & Administrative Functions

• Support client invoicing and billing processes by ensuring payroll information is accurate and complete.
• Review billing reports and assist with resolving payroll-to-billing discrepancies.
• Participate in special projects, audits, system implementations, and process improvement initiatives.
• Collaborate effectively with accounting, operations, recruiting, and branch management teams.

Qualifications

Education

• High School Diploma or GED required.
• Associate's or Bachelor's degree in Accounting, Business Administration, Finance, Human Resources, or a related field preferred.

Experience

• Minimum of 3-5 years of payroll experience, preferably within the staffing, temporary employment, or workforce solutions industry.
• Previous experience supervising or leading payroll personnel preferred.
• Experience processing high-volume, multi-state payroll strongly preferred.
• Knowledge of garnishments, payroll taxes, and payroll compliance requirements.

Preferred Qualifications

• Experience working in a staffing agency environment.
• Knowledge of temporary staffing payroll processes and client billing.
• Experience with Avionté, Bullhorn, or similar staffing/payroll software platforms.
• Certified Payroll Professional (CPP) certification is a plus.
