Position Overview

The Early Education Family Engagement Coordinator (EEFEC) is a frontline, data-driven family engagement position responsible for supporting families with children in the new Charlottesville City Schools Early Learning Center (ELC) by adapting the successful community school model being implemented in other local schools to a more preventative context. This role focuses on out-of-school-time (OST) supports, early family engagement, and coordinated service delivery to address the forming of pro social habits and family practices focused on student attendance, developmental readiness, and family stability during the child’s most formative years of schooling.

The EEFEC strengthens the partnership between CCS and CoP and offers a trusted professional who can support navigating historically at-risk families through out of school environmental factors that affect a child’s ability to fully engage with the curriculum and programming being offered at the ELC.

This position works directly with families to provide preventative, scalable, and trackable supports that strengthen early learning outcomes and ultimately reduce the need for later intervention. The position sits at the intersection of schools, families, and community partners, translating data into action and relationships into results.

This position anchors a preventative strategy, ensuring families with the youngest children receive meaningful, measurable support before gaps appear and widen. By combining relational work with quantitative accountability, the Early Education Family Engagement Coordinator helps build a strong foundation for long-term academic success and family stability.

This role reports to the CoP Director of Family Engagement & Advocacy and collaborates closely with community partners and providers as well as ELC staff and leadership.

Core Responsibilities

1. Family Engagement & Out-of-School-Time Support

•         Serve as the primary point of contact for a defined caseload of families with children enrolled in ELC, supporting activities like enrollment, school engagement, and early childhood activities that exist outside of school.

•         Implement out-of-school-time family supports including family check-ins, attendance routines, early literacy practices, and school-readiness habits.

•         Support parents and caregivers in navigating early childhood systems (readiness, school expectations, routines, and transitions). Support with informing developmentally appropriate activities and benchmarking.

•         Facilitate small-group or individual family sessions focused on building consistent attendance, developmental milestones, and positive home learning environments.

2. Attendance Improvement & Early Intervention

•         Monitor and track attendance for assigned students in collaboration with school partners. Support culture of academic priority early in the child’s life.

•         Conduct outreach to families experiencing attendance challenges and develop attendance support plans grounded in family strengths and barriers.

•         Use attendance data to prioritize interventions and escalate supports when patterns emerge.

•         Serve as an attendance liaison between families, ELC, and City of Promise staff to ensure timely communication and follow-through.

3. Developmental Benchmarking & Progress Monitoring

•         Support families in understanding and engaging with developmental benchmarks, early literacy indicators, and age-appropriate milestones. Help seeking early and efficient support if necessary.

•         Track key early childhood indicators (e.g., school readiness markers, attendance trends, participation in OST supports, parent efficacy indicators).

•         Document baseline and follow-up measures to assess progress over time and inform program adjustments.

•         Use data to identify families who may benefit from referral to more intensive services or complementary programs.

4. Community School Integration & Resource Brokering

•         Operate within a community school framework, coordinating with ELC administrators, and staff to align family support with school priorities.

•         Broker connections to trusted community partners across constellation of care (health services, internet providers, housing supports, workforce development opportunities, food organizations, etc.) based on family needs.

•         Ensure families experience seamless, coordinated support rather than fragmented referrals.

•         Maintain relationships and ensure warm handoffs and follow-up to confirm families successfully access recommended services.

5. Documentation, Data, & Accountability

•         Maintain accurate, timely documentation of family interactions, attendance interventions, and outcomes within City of Promise data systems.

•         Contribute to program-level reporting on attendance, engagement, and developmental outcomes.

•         Uphold all data privacy, consent, and information-sharing protocols as outlined in City of Promise policies.

•         Use data not just for compliance, but as a tool for continuous improvement and strategic decision-making.

The Early Education Family Engagement Coordinator is accountable for measurable progress in the following areas:

•         High student attendance rates among assigned ELC students

•         Avoid instances of chronic absenteeism within the caseload

•         High level of family participation in out-of-school-time supports

•         Progress toward, and tracking of, developmental and school-readiness benchmarks

•         High levels of family engagement with schools and community resources

•         Implementation of high quality, evidence-based habits and practices

•         Longitudinal progress towards VKRP benchmarks
