Under the general direction of the Program and Project Supervisor in the Transmission Planning and Policy Section of the Energy Infrastructure Branch, the Utilities Engineer will perform a wide variety of analytical and consumer advocacy transmission policy planning assignments, including: transmission permitting; interconnection of renewable generation and data center large loads to the transmission grid; cost/benefit analysis of transmission; regional transmission planning; transmission cost allocation; and general rate case proceedings.

The incumbent will also present findings, conclusions and recommendations in written testimony and testify orally as an expert witness in formal proceedings In addition, the incumbent may provide comments on California Independent System Operator (CAISO) initiatives, California Energy Commission workshops or reports, and Western Energy Coordinating Council (WECC) workshops or reports.

Working Conditions

This position requires travel.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of, or experience with, electric utility transmission infrastructure, including electric transmission planning, transmission generation interconnection, large load and data center transmission interconnection, and benefit-cost analysis.
