Program Coordinator
The Program Coordinator serves as the Judicial Branch's ADA Title II Coordinator and is responsible for planning, coordinating, implementing, and evaluating the Judicial Branch's accessibility and reasonable accommodation program under the Americans with Disabilities Act ("ADA"). The position coordinates accommodation requests from members of the public; develops procedures, forms, guidance, and training; provides technical assistance to Judicial Branch personnel; monitors program effectiveness; and recommends improvements that promote meaningful access to Judicial Branch services, programs, activities, and facilities.
The position also coordinates related compliance and administrative functions within the Office of General Counsel, including public records administration, litigation holds and records preservation, Judicial Branch policy administration and lifecycle management, conflict of interest and secondary employment processes, and liaison activities with internal departments and external agencies. The position works independently on complex and sensitive matters requiring sound judgment, discretion, organization, and effective communication with individuals from diverse backgrounds and abilities.

- Bachelor's degree in public administration, business administration, court administration, disability or accessibility services, compliance, social sciences, justice studies, or another field related to the program areas.
- OR
- Other combinations of education and experience may be considered in substitution for the minimum qualifications.
Our preferred candidate has:
- Experience coordinating a specialized program, compliance function, accessibility program, or other cross-departmental administrative program.
- Experience working in a court, governmental, public-sector, or other legal environment.
- Experience with ADA Title II, disability access, reasonable accommodations, or accessibility initiatives.
- Experience developing, administering, reviewing, or maintaining organizational policies and procedures, including use of policy-management, workflow, records-management, or document-control systems.
- Experience utilizing case management, records management, workflow automation, data tracking, or project management systems.
Knowledge of:
- Principles and practices of program administration, including planning, implementation, coordination, evaluation, performance measurement, and continuous improvement.
- ADA Title II accessibility and reasonable accommodation principles and related governmental compliance responsibilities.
- Public-sector and court operations, policies, procedures, and administrative processes.
- Public records, records management, confidentiality, records preservation, and information governance principles.
- Principles and practices of policy administration, document control, policy review cycles, version management, approval workflows, and organizational records governance.
- Office administration, project coordination, data tracking, and business technologies used to support program operations.
Skill in:
- Coordinating complex programs, projects, and administrative processes involving multiple departments, judicial officers, attorneys, government agencies, vendors, and members of the public.
- Communicating effectively and professionally with individuals from diverse backgrounds and abilities while exercising empathy, active listening, conflict-resolution skills, diplomacy, and sound judgment.
- Developing and delivering training, technical assistance, written guidance, reports, presentations, and informational materials for varied audiences.
- Collecting, organizing, analyzing, and reporting program information, trends, activity measures, and service needs.
- Using technology, software applications, workflow tools, and business systems to support program administration, records management, compliance, and process improvement.
- Prioritizing and managing multiple assignments while meeting critical deadlines in a fast-paced environment.
Ability to:
- Work independently with minimal supervision while exercising sound judgment and discretion in handling sensitive program, compliance, and administrative matters.
- Interpret and apply policies, procedures, regulations, guidance, and program requirements, and identify matters requiring consultation with legal counsel or management.
- Establish program goals, evaluate effectiveness, identify trends or service gaps, and recommend operational or policy improvements.
- Build collaborative working relationships and coordinate activities across organizational boundaries.
- Maintain composure, professionalism, neutrality, and effectiveness when responding to sensitive, emotionally charged, or contentious situations.
- Identify and implement opportunities to improve efficiency, consistency, accessibility, and customer service through technology and innovative business practices.
Essential Job Tasks:
- Plans, organizes, coordinates, and administers the Judicial Branch's ADA Title II accessibility and reasonable accommodation program and serves as the Judicial Branch ADA Title II Coordinator; coordinates and facilitates requests for reasonable accommodations from members of the public seeking access to Judicial Branch services, programs, activities, and facilities; communicates with requestors and Judicial Branch departments; and documents and facilitates the timely resolution of accommodation requests.
- Establishes program goals and performance measures; tracks and analyzes accommodation requests, recurring issues, service trends, and program activity; evaluates program effectiveness and recommends improvements; and develops, maintains, and implements ADA-related policies, procedures, forms, guidance materials, resource documents, and standardized workflows based on program experience, accessibility needs, and evolving requirements.
- Develops and provides training, consultation, technical assistance, and informational materials to Judicial Branch personnel regarding accessibility requirements and accommodation processes; and coordinates accessibility initiatives with Judicial Branch departments and outside agencies.
- Monitors program requirements, regulatory guidance, administrative directives, and accessibility best practices; conducts program-related research; and consults with General Counsel or other subject matter experts on legal or policy questions as appropriate.
- Coordinates public records requests by organizing the identification, collection, review, tracking, and production of responsive records; applies established disclosure, confidentiality, retention, and court-record procedures and elevates legal questions to counsel as appropriate.
- Coordinates litigation holds, discovery support, notices of claim, subpoenas, and related records-preservation activities; tracks compliance and deadlines; and serves as an administrative liaison between Judicial Branch departments, General Counsel, and the Arizona Attorney General's Office.
- Administers the Judicial Branch's centralized policy-management program, including maintaining the official policy repository; coordinating policy ownership, review, revision, approval, publication, and archival processes; and assisting departments and General Counsel with developing, revising, and maintaining Judicial Branch policies and procedures.
- Develops, maintains, and improves systems, processes, tracking tools, and technology solutions supporting ADA administration, public records, compliance, Judicial Branch policy management and document control, records management, and other assigned programs.
- Identifies program resource needs and assists management with planning, budget or resource requests, procurement coordination, and monitoring of program-related services or expenditures, as applicable.
- Coordinates and processes conflict of interest disclosures and secondary employment requests from Judicial Branch employees and maintains related records and tracking systems.
- Coordinates meetings, calendars, project schedules, reporting cycles, and critical program or legal-administrative deadlines.
Working Conditions:
Office setting in high volume, fast-paced environment with frequent stressful situations. While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Occasionally, the employee may be required to move or lift objects weighing up to 20 pounds. Reasonable accommodations may be made to enable individuals with disabilities to perform these functions.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.
