Description
The Dane County Department of Administration, Employee Relations Division has a current full time (1.0 FTE) vacancy for a Human Resources Manager.
The eligible list created from this posting will be used for future Human Resources Manager vacancies within the next six (6) months.

DEFINITION Under general supervision, perform advanced professional, countywide management functions in all crucial areas of personnel. Oversee, manage and coordinate all recruitment and classification efforts for the County. Administer and coordinate classification, compensation and organizational studies. Provide management consultation pertaining to personnel issues. Implement and interpret labor contracts and ordinance provisions. Supervise personnel staff and act as back-up for county training, FMLA and disciplinary process. Perform special projects as assigned.
EXAMPLES OF DUTIES Oversee and administer the County's recruitment, compensation, and classification processes. Supervise employees. Conduct investigations. Maintain advertising budget and keep track of balances. Advise management on appropriate methods and classification processes. Review and make determinations on reclasses. Assist with conducting and evaluating County training programs. Advise management and employees on personnel policies and procedures in areas of recruitment, selection, examination, classification, etc. Provide employee development assistance through employee career counseling, management consultation including job design. Advise County officials, management, employees and the general public on County Civil Service rules, procedures and practices. Work with County legislative, administrative and advisory bodies. Assist in the formulation of rules, policies and procedures that affect the County merit system. Conduct exit interviews. Education, Experience and Special Requirements
Education, Training and Experience :
Education, training and/or experience equivalent to a Bachelor's degree in a human resources management, public administration, psychology or a closely related field from an accredited college or university. Three (3) years' professional human resources management experience in recruitment, exam development, selection, classification and compensation. Applicants who have participated in and completed a County sponsored internship program with Employee Relations will have that time considered toward their work experience.
Special Requirements : Must have a valid driver's license, or access to reliable personal transportation, or equivalent.
Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 - 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. Extensive knowledge of the civil service merit system and personnel management principles, laws, rules, procedures and practices, municipal government organization and functions. Considerable demonstrated knowledge of recruitment, selection and measurement techniques, job evaluation, classification and compensation methods and procedures. Knowledge of effective management and supervisory techniques and methods. Skill in performing: community outreach, communication, recruitment planning, organizing projects and time management. Ability to learn collective bargaining and union contract administration, and grievance processing. Administer a large number of divergent projects. Work with divergent groups and personalities. Write and speak effectively including public speaking and training program leadership. Ability to conduct training and have knowledge of training methods and principles.

Bilingual Pay: Employees who work in bilingual designated positions receive an additional $2.00 per hour. Undesirable Hours Premium Pay: Employees may receive undesirable hours pay of $2.00 for anytime worked between 6:00 p.m. and 6:00 a.m and for anytime on Saturday and/or Sunday. (not applicable with all employee groups).
Paid Parental Leave: Dane County also provides 12 weeks of paid parental leave for birth or adoption of a child.
Caregiver Leave: Dane County offers 80 hours of paid leave to care for an ill family member. Telecommuting: Telecommuting allows employees to work remotely for all or part of their work week. Dane County considers telecommuting to be a viable, flexible option when both the employee and the job are suited to such an arrangement. Dane County will permit telecommuting when it benefits the productivity of the employee and their department and if determined by employee's department that telecommuting is not detrimental to either the County or the employee. Student Loan Forgiveness: If you are employed by a government or not-for-profit organization, you may be able to receive loan forgiveness under the Public Service Loan Forgiveness (PSLF) Program. WI Retirement System: Employees hired after 7-1-11 must be expected to work a minimum of 1200 hours annually to be enrolled in the Wisconsin Retirement System when hired.
