The primary purpose of this position is to plan, implement, administer, and advise on Education and Training academic opportunities, tuition assistance program, career and force development programs, and other education and training services and activities provided to military members, retirees, department of Defense (DoD) civilian members and their families.

Duties

Help

1. Provides individual career, academic, and force development counseling to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical, licensure/certification, and professional development opportunities at various levels.
2. Serves as technical expert on a variety of educational programs. Evaluates individual's potential and eligibility for a multitude of programs to include Community College of the Air Force (CCAF), Air Force commissioning, Defense Activity for Nontraditional Education Services (DANTES), non-resident professional military education (PME), and VA education benefits. Advises separating and retiring Airmen on the Job Training, Employment Skills Training, Apprenticeships, and Internships (JTEST-AI) for eligible Service Members (i.e. Skill Bridge).
3. Provides mass briefings and a variety of outreach and customer services duties.
4. Performs a variety of administrative duties related to the educational counseling program.
5. Counsels/Advises military personnel, their dependents, and /or eligible civilian personnel regarding military and academic testing programs and how they apply to career development and degree programs.
6. Administers the installation's military personnel tests for a variety of military purposes to include procurement, aptitude, promotion, proficiency, and qualification tests including the Armed Forces Classification Test, the Air Force Officer Qualifying Test, the Electronic Data Processing Test, the Test of Basic Aviation Skills Defense Language Proficiency Test, and Air Force WAPS, interest batteries (Sil) and career assessment inventories, A4/6 end of course tests.
7. Manages installation level testing programs for military tests (WAPS, DLPT, AFCT, etc.), and A4/6 tests (CDC, PME, etc.). For the military tests: identifies promotion eligibility requirements involving grade, Air Force Specialty Code (AFSC), training status codes, promotion eligibility codes, and Enlisted Performance Reports, and coordinates with office of primary responsibility (OPR) to validate and determine correct data.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below: At least one course must have been from (1) or (2) below.

1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.

2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.

3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.

4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.

5. Teaching methods: Study of teaching strategies and learning styles of the adult learner.

6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.

7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.

8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE: You MUST submit copies of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower broadband NH - I, equivalent to the next to lower grade GS - 05 or equivalent in the Federal Service. Specialized experience must include delivering expert technical guidance and recommend actionable solutions to resolve complex system and operational challenge; identifying development opportunities to upskill personnel and sustain critical qualification/ certification standards; partnering with cross-functional teams to execute mission-critical projects while maintaining full ownership of work products; modifying existing technical plans and methodologies to navigate difficult constraints and meet project objectives; recommending improvements to the design, maintenance, and operational readiness of technical equipment and workflows.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. (See positive education requirement per OPM Qualification Standards for General Schedule Positions.)
• Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community).
• Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis.
• Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis.
• Skill in conducting interviews and delivery of formal and informal presentations and briefings.
• Extensive knowledge of military policies and procedures relating to military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements.
• Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of CONTROLLED TEST MATERIALS.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-II equivalent to a GS- 05 to GS-11.
