Human Resources Manager

Job Overview The Human Resources Manager serves as a strategic partner to managers and employees, promoting high performance, advancing organizational goals, and mitigating employment-related liability for the City. Responsibilities Direct, manage, and coordinate activities and operations of recruitment, information systems and records, classification and compensation, civil service, employee and labor relations, benefits administration, wellness, leave management, payroll, learning and employee development, and other related HR functions. Coordinate assigned activities with other divisions, departments, and outside agencies; provide complex administrative support to the Human Resources Director. Manage strategic initiatives, and maintain frequent contact with internal high‑level managers, directors, and other executive team members, including the Mayor and City Council members as requested. Maintain outside contacts with state regulatory departments, vendors, government agencies, professional organizations, and citizens. Qualifications Requires a Bachelor’s degree or equivalent in human resources, public administration, organizational development, or related field; five years of HR experience with at least two years of supervisory experience. SPHR or PHR certification beneficial; other HR certifications beneficial. Must have strong knowledge of laws and regulations related to all HR/employment functions, and principles and procedures for compliance with federal and state employment law.
