UTILITY BILLING SPECIALIST

Job Title
Imports/exports data between meter reading software, meter reading units, and central billing software. Reviews and utilizes data collected in the meter reading system to generate utility customer billing. Determines whether or not meter re-reads need to be initiated to ensure customers are billed correctly. Prints re-read, sanded meter and/or no-read list for the service men.
Essential Duties
Reviews and performs data entry for connect orders to ensure proper billing. Updates all connects and disconnects to generate monthly billing. Separates and distributes all completed work orders for connects and disconnects. Ensures that all utility billing contains the proper billing information before monthly billing is generated. Enters daily adjustments within the current billing system. Generates bank drafts as scheduled. Processes new bank draft accounts. Processes bills on scheduled days. Receives and tracks water and sewer line payments for new taps. Receives and processes payments for water test customers. Negotiates extensions and/or payment terms for any new tap customer accounts via letter or phone call. Balances cash drawer and prepares bank deposit as scheduled. Provides support as a Utility Customer Service Representative daily during lunch rotation and as backup throughout the day as needed. Minimum Qualifications
This position is subject to the City of Hobbs' Drug and Alcohol Testing Policy which includes one or more of the following: pre-employment testing, post accident testing, random testing, reasonable suspicion testing, return to duty testing and follow-up testing.
Education and Experience :
- Graduation from high school or GED equivalent required, with previous public contact work experience preferred.
- General office practices and experience in handling money preferred.
- Experience in utility billing preferred.
Skills, Knowledge and Abilities :
Knowledge of utility billing software & meter reading systems.
Ability to perform duties and data entry with a high degree of attention to detail with a high degree of accuracy.
Ability to analyze billing discrepancies and resolve accounting issues efficiently.
Ability to prioritize multiple tasks and meet deadlines in a fast-paced office.
Ability to establish and maintain effective working relationships with Utilities staff and general public.
Licensing and Certifications:
Valid state issued driver's license.
Supervision Received:
Works under the broad policy guidance and direction of the Utility Assistant Office Manager, Utility Office Manager and Utilities Director.

- The City of Hobbs will provide 80% to 90% Heath Insurance Coverage from Single to Family coverage.
- Employees are eligible for 100% short-term disability coverage provided by the City of Hobbs.
- Employer PERA contributions 14.8% for general, 28.775% for HPD, 30.9% for HFD.
- CDL pay - $6,000 per year (if applicable).
- PTO accruals start at 12 hours per month (144 hours per year) and progressively increase based on years of service to 20 hours per month (240 hours per year) at year 21.
- Bilingual Pay - $1,500 dollar incentive per year upon completion of yearly proficiency test.
- Education Incentive - ($1,000, $4,000, $6,000 dollars - Associates, Bachelor's, Masters; degree must be relevant to position and above the current minimum requirements of the held position).
- Longevity Pay - Begins at the completion of 10 years of service. Gradually increased.
- Retention Incentive - $600 incentive yearly with years 1-9 of completed service

- Bereavement Leave - 5 days per calendar year per personnel rules guidelines.
