Key Responsibilities: Carry out procurement and materials management activities in accordance with the prevailing regulations, administrative directions and plans. Assist in arranging quotation exercises including purchase order placement, coordination and monitoring of the procure-to-pay processes to meet day-to-day operational need. Liaise with relevant stakeholders in the supply chain to ensure the right goods and services are procured and delivered efficiently. Perform procurement functions including product sourcing, price research and contract monitoring. Review and analyze procurement/consumption history for formulation of procurement plan and creation of bulk contracts. Assist in generating procurement and materials management reports and provide clerical support to supervisor(s) for analysis and management review to meet day-to-day operational need. Support general administration such as filling and record keeping. Provide support to systems related to procurement and supplies. Formulate operational guideline, work instruction, service standards as well as training for department. Supervise and train junior staff / subordinate(s). Perform any other duties as assigned by the supervisor(s). Entry Requirements: Serving staff in the substantive rank of Supplies Assistant with at least 3 years of satisfactory service and have passed the Government Supplies Department competitive examination; OR

• i) 5 subjects, including English Language (Syllabus B), Chinese Language and Mathematics at Grade E in the Hong Kong Certificate of Education Examination, or equivalent. OR
• ii) 5 subjects in the Hong Kong Diploma of Secondary Education attaining the level specified below:

Level 2 in English Language, Chinese Language and Mathematics; and Level 2 in New Senior Secondary subjects/ “Attained” in Applied Learning subjects/ Grade E in Other Language subjects; or equivalent. OR A former Hong Kong Polytechnic Certificate of Proficiency in Stores Supervision, or equivalent; OR A former Hong Kong Polytechnic Advanced Certificate in Storekeeping; OR Grade E in Hong Kong Certificate of Education Examination English Language (Syllabus B), or Level 2 in the Hong Kong Diploma of Secondary Education English Language, or equivalent, plus a former Hong Kong Technical College Supply Officers Ordinary Course Certificate. Preferred Attributes/Exposure: With full-time work experience in procurement/ purchasing and supplies/ logistic/ inventory control/ asset management in public organization(s). With a certificate of Purchasing and Supplies/ Logistic/ Supply Chain Management/ Operations Management. Degree holder. Experience in materials and asset management. With supervisory work experience. Knowledge of common office automation such as MS Office (Word, Excel) and PC applications, ERP, EAM andICS. Self-motivated, good communication and interpersonal skills.
