The Director will work with department supervisors to ensure effective operational processes. EDUCATION: Master’s Degree in Education or Master’s Degree in Business Administration Currently must hold or have the ability to obtain an Oregon Administrative license. ESSENTIAL JOB RESPONSIBILITIES Direct all KCSD operations related to district’s strategic plan. Support and develop standard operating procedures for management of district operations. Utilize evaluation and support systems to promote professional growth. Promote shared leadership and professionalism. Oversees performance management functions for all employee groups. Provide employee training on human resource related functions and procure trainers when necessary to provide training. Attract, recruit, and retain highly effective staff for department staffing. Assists administrators and supervisors in resolving human resources problems in coordination with the Director of Human Resources. Provides consultation on a wide range of school and district operations issues. Provides operations department representation to various committees, special interest groups and public meetings. Other duties as assigned. Regular attendance is an essential function of this position. Overseeing operations in a manner consistent with all applicable local, State and Federal statutes and in compliance with the organization’s by-laws, policies and procedures. Plays a leadership role in the district strategic planning and budgeting processes. Directs aspects facilities issues, including maintenance at all district sites. Regularly conducts facilities walkthroughs in coordination with other district personnel to develop an aesthetically pleasing plan. Directs aspects of Food Service, including quality, managing staff/venders, and ODE compliance Directs aspects of the Transportation department including routes, budget, purchasing. Coordinates the district technology plans in partnership with the Technology Supervisor. Oversee the development of multiphase projects’ timelines, budgets and critical path scheduling to facilitate ongoing school and facilities maintenance activities. Manage short- and long-term plans and implement cost-effective maintenance programs. Prepare, administer and monitor budgets and anticipate future budgetary needs. Establish and maintain effective working relationships with a diverse workforce and community. Serves as a member of the Superintendent’s cabinet. Ensure compliance with District contracting policies and procedures for assigned projects as well as enforcement of contract provisions; oversee certification of consultant and contractor payment requests, change order requests, requests for information and all project processes necessary for quality assurance and compliance with district policy Lead and participate in building and facility maintenance planning meetings with design professionals, district stakeholders, community representatives and municipal code enforcement agencies representatives and staff. MINIMUM QUALIFICATIONS Master’s Degree in Education or Master’s Degree in Business Administration At least 5 years’ experience in school administration or business administration. Knowledge of school and district practices SUPERVISORY RESPONSIBILITIES Directly supervises employees in the Food Service, Transportation, Maintenance, Custodial, Warehouse, and Print Shop Departments. Carry out supervisory responsibilities in accordance with the district’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; assigning and directing work; appraising performance; disciplining employees; and addressing concerns and resolving problems. In cooperation with building and district level administration, the Director will also directly evaluate the following positions: Maintenance Supervisor/ Project Manager Custodial Supervisor Nutrition Service Supervisor Transportation Supervisor Warehouse Supervisor Print Shop staff KNOWLEDGE, SKILLS & ABILITIES Techniques for planning, implementation and directing of large scale comprehensive public agency facilities planning, development and real estate acquisition programs. Equipment and materials used in public schools’ facilities, maintenance, and operations programs. Terms, procedures, and equipment used in the maintenance and operations of buildings and facilities. Project management principles, processes, systems, and techniques. Techniques and principles of high-quality customer service Project management, word processing and financial tracking systems software. Principles and practices of effective leadership, management, and supervision. Interpret collective bargaining agreements and apply principles and practices to disciplinary actions. District organization, operations, policies, and objectives. State and federal OSHA safety procedures and hazardous material compliance laws and regulations Terms, procedures and equipment used in the design, construction, maintenance, and operation of buildings and facilities. Deliver a high-level of customer service to district stakeholders Analyze processes and problems, identify opportunities for improvement and follow through on changes. Work with a variety of technologies and software. Design, implement, monitor, and evaluate department programs, policies, and procedures in compliance with relevant legislation and funding guidelines. Plan, organize, assign, coordinate, review and evaluate the work of professional, technical, consultant and administrative support staff. Provides input in the preparation of the annual budget WORK ENVIRONMENT The Director of Operations will work beyond an eight-hour day and a five-day week to take care of daily work, attend meetings, conferences and district/school activities. The Director must have excellent communication, problem-solving and small-group process skills. A portion of the work will involve conflict management and sensitive situations with staff, parents, and patrons. Confidentiality is crucial. Workloads are heavy and timelines can be unreasonably short. Requests and issues are often received which require immediate attention and conflict with other priorities.
