Meter Technician I

Summary Under the general supervision of the Meter Services Supervisor, this position facilitates continued water services to the public by providing skilled maintenance services. The role involves setting, maintaining, programming, repairing, and replacing new and existing water meters and associated infrastructure. Additional duties include testing meters for customers, educating or responding to customer questions regarding water meter infrastructure or utility billing processes. Essential Duties and Responsibilities Provides premier customer service by responding to inquiries and infrastructure issues via service order. Meets with customers on site to resolve questions and issues, educates on meter reading, performs verifications of remote reads, and assists with leak evaluations. Sets, maintains, repairs, replaces, and programs water meters and associated infrastructure; inspects meters for proper operation, evaluates meter transmission unit (MTU) for continuity, repairs or replaces MTU, and programs MTU to ensure accurate radio signal reading. Maintains, repairs, and/or replaces water meter infrastructure by replacing damaged or non‑functional meter boxes and angle stops, replacing gaskets, washers, lids, and meter boxes. Disconnects water service, locks meter if required due to non‑payment or non‑compliance, and reconnects service after payment issues are resolved. Monitors water meter specific parts and supplies inventory; tracks stock levels of meters, MTU’s, lids, boxes, and associated equipment and tools. Investigates and reports unauthorized usage of water. Operates specialized equipment related to assignments such as meter reading devices. Works with the Utility Billing Specialist to identify meter reading discrepancies. Assists others within the department as necessary and performs other essential or marginal functions as determined by the Supervisor. Performs other duties as assigned. Basic plumbing experience preferred. Class C Water License required within 1 year of service. Knowledge, Skills & Abilities Accurate data entry and basic arithmetic. Understanding of safety regulations for utility maintenance work. Operating tools and equipment. Public relations skills. Ability to work in inclement weather conditions. Reading simple maps and drawings. Learning job‑related material and software through oral instructions and observation. Cooperative work with other employees, departments, and the public. Understanding of operating policies, ordinances, and procedures within the department and organization. Accurate recording of meter face data. Work safely without posing a direct threat to self or others. Perform and record arithmetical calculations accurately and quickly. Additional Requirements Position requires personal or JCSUD vehicle for district business. Must be physically capable of operating vehicles safely, possess a valid driver's license, and maintain an acceptable driving record. Required on‑call rotation and some after‑hours work. Obtain and maintain a Water Operator Certification. Language Skills Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals, and to effectively present information and respond to questions from Department Heads, clients, customers, and the general public. Mathematical Skills Knowledge of basic accounting and bookkeeping principles and practices. Ability to work with mathematical concepts such as probability, statistical inference, plane and solid geometry, and trigonometry. Application of fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability Ability to apply common sense to carry out instructions supplied in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Physical Demands The physical demands of this job include frequent standing, walking, sitting, using hands, reaching, climbing, bending, kneeling, crouching, and lifting or moving up to 25 pounds. Specific vision abilities required include close, distance, color, peripheral, depth perception, and ability to adjust focus. Reasonable accommodations may be made for individuals with disabilities. Work Environment Work may be performed outdoors in all weather conditions, day or night, in confined spaces, and may expose employees to mechanical, electrical, fume, odor, and toxic waste hazards.
