As Program Manager, GS-0301, your typical work assignments may include, but not limited to:

• Plan work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
• Evaluate work performance of subordinate supervisors and non-supervisory employees; provides advice, counsel, or instruction on work and administrative matters.
• Provide leadership and allocate resources to accomplish the Department's multicultural organization direction and Equal Opportunity requirements, goals, policies, and objectives.
• Serve as the senior BIA official responsible for strategic execution of solid minerals, fluid minerals, renewable energy, grants deployment, and capacity development programs in compliance with the Indian Mineral Development Act, the Indian Energy Development and Self-Determination Act, and applicable DOI and BIA regulations.
• Manage short and long-range planning activities encompassing multi-year work plans arising from all five subordinate branch organizations.
• Assess tribal energy and mineral development needs, provide expert programmatic advice and assistance, and coordinate with tribal leadership to initiate and implement programs that advance trust asset management consistent with tribal priorities and federal self-determination statutes.
• Serve as principal BIA point of contact for inter-agency coordination on energy and mineral development matters, engaging with the Bureau of Land Management, Bureau of Safety and Environmental Enforcement, U.S. Geological Survey, Environmental Protection Agency, Department of Energy, and other federal partners to resolve cross-cutting issues affecting tribal energy and mineral development.

• Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement, and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: OPM Operating Manual, Qualification Standards for the Miscellaneous Administration and Program Series, GS-0301

MINIMUM QUALIFICATION: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Directing all technical, scientific, and programmatic operations associated with energy and mineral resource development on Indian trust and restricted lands; managing and having the responsibility for the day-to-day operation and administration of a division or program office, and oversight responsibility in the application and implementation of overall policies and programs by agency field offices; and, recommend revisions for multi-disciplinary technical workforce or like-organization or BIA policies, programs, procedures and regulations.

The full performance level of this position is GS-15. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your [probationary period -OR- trial period] your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
