Our Organization and Mission:

The Department of Business and Professional Regulation (DBPR) is the agency charged with licensing and regulating State of Florida businesses and professionals, such as cosmetologists, veterinarians, condominiums, hotels, and restaurants. Our mission is to license efficiently and regulate fairly, and we strive to meet this goal in our day-to-day operations.

 

The Work You Will do:

 

This position is located within the Director’s Office of the Division of Condominiums, Timeshares and Mobile Homes and serves as the Director of Special Projects. The position is responsible for planning, coordinating, and implementing high-priority initiatives and special projects on behalf of Division leadership. The position works across the Division’s bureaus and programs to support strategic priorities, improve operational effectiveness, coordinate legislative and rulemaking initiatives, and ensure the successful implementation of projects affecting the Division and its regulated industries.

 

Responsibilities include project and program management, policy research and development, statutory and administrative rule analysis, communications, educational initiatives, stakeholder engagement, event planning and coordination, and supervision of assigned staff.

 

Your Specific Responsibilities:

 

  • Plans, develops, coordinates, and manages special projects and strategic initiatives on behalf of the Division Director and other members of Division leadership, including establishing project objectives, timelines, deliverables, and implementation strategies.
  • Coordinates projects involving multiple bureaus, programs, and functional areas within the Division and monitors progress to ensure projects are completed accurately, efficiently, and within established deadlines.
  • Researches, analyzes, and interprets Florida Statutes, administrative rules, proposed legislation, and other regulatory requirements affecting the Division and its regulated industries.
  • Assists Division leadership with the development and implementation of legislative, statutory, regulatory, and policy initiatives, including identifying operational impacts and coordinating necessary changes to Division processes, procedures, forms, communications, and educational materials.
  • Assists with the development, review, and coordination of administrative rules, including researching statutory authority, evaluating proposed rule language, coordinating input from appropriate subject-matter experts, and supporting the Division throughout the rulemaking process.
  • Develops and coordinates internal and external communications regarding Division initiatives, regulatory changes, educational programs, special projects, and other matters affecting stakeholders and the public.
  • Prepares correspondence, memoranda, reports, presentations, briefing materials, talking points, educational materials, and other written products for Division leadership.
  • Plans and coordinates Division conferences, educational programs, stakeholder meetings, workshops, webinars, outreach initiatives, and other special events, including development of agendas and program content, coordination of speakers and participants, and management of event logistics.
  • Develops and maintains effective working relationships with regulated industries, professional organizations, community associations, governmental entities, stakeholders, and members of the public.
  • Represents the Division, as assigned, at meetings, conferences, workshops, public events, stakeholder meetings, and other engagements.
  • Coordinates the development and maintenance of the Division’s educational and outreach materials to ensure information provided to regulated parties and the public is accurate, current, accessible, and consistent with Florida law and Division policies.
  • Evaluates Division programs, processes, and procedures and develops recommendations to improve efficiency, consistency, customer service, regulatory compliance, and operational effectiveness.
  • Collects, analyzes, and reports program and operational data to assist Division leadership with strategic planning, performance measurement, workload management, and decision-making.
  • Provides leadership, direction, and supervision to assigned staff, including establishing priorities, assigning and reviewing work, monitoring performance, providing guidance and training, and ensuring established objectives are achieved.
  • Provides guidance and technical assistance to Division staff regarding special projects, statutory and regulatory changes, policies, procedures, and other matters within the position’s area of responsibility.
  • Coordinates responses to complex, sensitive, or high-priority inquiries and assignments received by the Director’s Office.
  • Maintains a broad working knowledge of the Division’s regulatory responsibilities, programs, operations, and applicable Florida Statutes and administrative rules, as well as the functions of other state agencies that interact with the Division.
  • Performs other duties and special assignments as directed by Division leadership.

Minimum Requirement:

  • Experience managing complex projects across multiple programs, business units, stakeholders, or government entities, including researching and applying Florida Statutes and administrative rules.
  • Skilled in administrative rule development, legislative analysis, regulatory policy, and public administration within Florida state government.
  • Demonstrated leadership in supervisory and project roles, with a track record of developing executive-level communications, coordinating large-scale events, and creating public-facing materials.
  • Strong written, verbal, organizational, analytical, and interpersonal skills, with experience collaborating with executive leadership, governmental bodies, regulated industries, and professional organizations.

Preferred:

  • A Bachelor's degree from an accredited college or university;  OR
  • Associate’s degree from an accredited college or university and two years’ professional experience in system analysis, management analysis, program planning, program research, or program evaluation; OR
  • Four years of professional experience in a supervisory role, communications, the legislative process, project management, system analysis, management analysis, program planning, program research, or program evaluation.
