Job Description and Duties

Under the direction of an IT Supervisor II, the incumbent serves as a Lead Systems Administrator supporting business operations in the Oakland District Office and surrounding area.

MAJOR FUNCTIONS:

The incumbent collaborates with management and provides leadership for the administrative and technical support for the Local Area Network, servers, storage arrays, backup systems, printers, computers, laptops, tablets, mobile devices and telecommunications services. The incumbent performs complex activities of the System Development Life-Cycle which includes systems: analysis, design, build, test, maintenance and operations. Additionally, the incumbent provides lead support for all phases of end user device life cycle management including procurement, deployment, installation, configuration, maintenance and operations, and surplus. The incumbent provides end user training in the configuration and use of client technologies. The incumbent collaborates with peers and management to update and recommend standards, processes and procedures, and technology practices. The incumbent tracks, monitors, and audits IT assets to maintain accountability using standard asset management tools and techniques in compliance with the State Administrative Manual and other applicable policies and regulations. The incumbent also performs functions including, but are not limited to, researching, writing, reporting, presenting, etc. Incumbent will also man the Virtual Service Desk as needed.

Working Conditions

Position located at 111 Grand Avenue, Oakland, Alameda County.

Multiple positions may be filled from this recruitment.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

If not working remotely, the employee will work in a climate-controlled office under artificial lighting using a personal computer. The employee may be required to work for extended periods of time in a computer room that maintains an approximate temperature of 70 degrees.

The employee will be required to travel. When available, a State vehicle will be provided. Possession of a valid driver’s license is required when operating a State owned or leased vehicle. If the employee utilizes their own personal vehicle, they may be reimbursed for travel expenses.

Some weekend or after-hours work may be required. The employee must carry a cell phone and respond to calls after hours.

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and  concisely in writing. 1. Describe your experience supporting and operating virtual infrastructure environments.
   Please include specific platforms and vendors you’ve worked with, your level of hands-on involvement, types of tasks performed, and the scale  and complexity of the environments you supported.

2. Describe your experience working with Azure Active Directory.  
   Please include the types of Azure AD administration tasks you have performed, your experience with identity   management, authentication, and security configurations, and any projects or implementations involving Azure AD integration with other systems.

3. Describe your experience managing and supporting enterprise storage systems.
   Please include the storage platforms you have worked with, your role in provisioning, maintenance, performance tuning, and troubleshooting, any exp erience with storage replication, backup integration, or data migration, and specific hands-on experience with Pure Storage  technologies, tools, or features.

4. Please detail any experience you have working with LAN/WAN hardware.
   Please include your experience with routers, circuits, switches and wireless devices and your role in provisioning, maintenance, and troubleshooting.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• The ideal candidate will have hands-on experience providing technical support for the network devices, servers, storage arrays, backup systems, printers, computers, laptops, tablets, mobile devices, telecommunications services as well as proficiency in Microsoft Office 365, SharePoint, OneDrive, and device management tools. This role involves troubleshooting network, virtual infrastructure, storage, server hardware and software issues, configuring devices and systems, and ensuring network connectivity and security compliance. Familiarity with network protocols, system administration, and basic cybersecurity practices is highly valued, along with knowledge of database management and data analytics tools such as SQL Server and Power BI. Ability to automate workflows via scripting is highly desirable. Candidates should demonstrate strong problem-solving skills, the ability to research and implement effective solutions, and excellent communication skills for working with both technical and non-technical staff. The position requires strong organizational abilities to manage multiple priorities, document technical procedures, and collaborate effectively within a team environment. Additional desirable attributes include experience with help desk ticketing systems, remote user support, and understanding of security and privacy best practices, including incident response and compliance requirements.
