Human Services Associate (Behavioral Health) - Non-Merit

Regular Schedule: 34 hours per week.

A non-merit vacancy exists in the Department of Health and Human Services, Bureau of Behavioral Health Services, Trauma, Addiction, Mental Health and Recovery Program (TAMAR) . A list of eligible applicants will be established based on the examination as outlined below.

Under general supervision provides case management and group co-facilitation for the Trauma, Addiction, Mental Health and Recovery (TAMAR) Program inside the Baltimore County Detention Center. TAMAR is a structured 15-week trauma-informed curriculum designed for justice-involved individuals who have experienced complex trauma. The curriculum is delivered to closed groups of 12–15 participants, twice weekly for 90-minute sessions, and includes trauma-related education, skill-building exercises, journaling, and creative expression.

The Human Services Associate will support participants’ recovery, address trauma-related needs, and help prepare individuals for successful re-entry.

Examples of Primary Duties

• Provide case management services including assessment, service planning, referrals, documentation, and progress monitoring.
• Facilitate TAMAR groups following the established curriculum, structure, and session guidelines.
• Co-facilitate participants through trauma-related activities, discussions, journaling, and creative expression.
• Identify participant challenges and provide appropriate support or referrals.
• Work collaboratively with detention center staff, behavioral health providers, and re-entry teams.
• Complete documentation and reports according to departmental and facility requirements.
• Participate in trauma-informed care training, regular supervision and meetings with the Program Supervisor.

Required Qualifications

• Bachelor's degree from an accredited college or university in human services, psychology, social work, behavioral health, or a related field.
• Current driver's license

(Experience as described in essential duties may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Examination Procedure

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.
