Business Analyst - State of TX - DIR (Texas Department of Agriculture)

Job Title: Business Analyst 2

Texas Department of Agriculture requires the services of 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Department of Agriculture. Gather, analyze, and document user requirements, business processes, and problems to automate or improve existing systems; elicit and document business needs for new systems. Using Agile and Scrum methodologies lead an assigned application change SDLC from start to finish. Document and organize associated change management information in a centralized electronic location approved by TDA. Facilitate meetings and trainings to various audiences such as project status reporting to executive leadership and training various staff on the system modifications. Analyze program policies and procedures to determine their effect on automated systems and system functional areas. Organize and maintain the requirements repository. Identify and recommend business process innovation through automation and assist in the preparation of proposals to develop new systems. Develop and oversee complex project management deliverables such as project charters, project plans, test plans, and risk management plans. Consult on the analysis of an application, troubleshoots system problems, and recommend solutions. Provide quality assurance consultation to projects, assignments, or special initiatives. Develop and review test cases; process change requests; and manage a project's scope, acceptance, installation, and deployment. Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices. Follow all TDA policies and procedures. Perform other duties as assigned.

7 - Required - Performs highly complex (senior-level) business analysis work

7 - Required - Develop and oversee project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners

6 - Required - Consult on the analysis of an application, troubleshoots system problems, document occurrences, and oversees implementation of solution

6 - Required - Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives

6 - Required - Using Agile and Scrum methodologies lead an assigned application change SDLC from start to finish.

5 - Required - Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems

5 - Required - Develop training curricula and conduct formal training sessions covering assigned system modules

5 - Required - Develop the design and/or review of test cases; processes change requests

3 - Required - Written and Verbal communication with executive leadership

2 - Preferred - Prior State or Federal government work experience

2 - Preferred - CSM or ITIL certification
