Job Title Subcontracts, Senior Specialist Job Code 39028 Job Location Nashville, TN Job Schedule 9/80 (every other Friday off) Job Description The Subcontracts, Senior Specialist is responsible for the unique challenge of managing complex projects or processes with general oversight within the Supply Chain. The successful candidate shall establish and negotiate long‑term agreements, cradle‑to‑grave awarding of various contract types, and lead supplier activities associated with subcontract task orders, including contractual cost, quality, delivery, and schedule commitments in support of mission‑critical solutions and systems protecting the U.S. Government and its allies. The candidate must be an experienced mid‑level contracts/subcontracts manager with a minimum of four years of experience managing medium‑to‑large subcontracts, understand Government and Commercial procurement rules and regulations, contract types, and negotiation techniques. Experience preferred on development and production type subcontracts valued over $5 M during both pre‑ and post‑award phases. The Senior Specialist has extensive experience in Federal Acquisition Regulation (FAR) requirements, particularly FAR Part 15, and is experienced in subcontractor solicitation, proposal evaluation, negotiations, pricing analysis, subcontract award, and ongoing subcontract administration. Essential Functions Lead all aspects of the Subcontract acquisition process from proposal stage through program award, including requirement definitions, statement of work generation, RFI/RFP issuance, proposal evaluations, source selections, negotiations, documentation, compliance, change management, invoice approvals, dispute resolutions, and subcontract closeouts. Draft and negotiate contract vehicles including subcontracts, letters of subcontracts, teaming agreements, long‑term agreements, master service agreements, software license agreements, insurance agreements, intellectual property agreements, non‑disclosure agreements, and other legal matters. Manage subcontractor cost, schedule, and technical performance, ensuring L3Harris and its customer objectives are achieved with on‑time delivery, exceptional quality, and affordability. Propose major milestones and initiate corrective actions when necessary. Identify supply chain and contractual risk and provide strategies to minimize or manage those risks throughout the contracting lifecycle. Draft, review, and interpret contracts, including statements of work, objectives, forecasts, specifications, terms and conditions, price, and delivery schedules, and advise on rights, obligations, and risk. Manage other ongoing contract and subcontract tasks as required, such as drafting correspondence and preparing for contract review meetings. Perform cost estimating/price reviews and analysis following industry best practices, solicitation instructions, customer requirements, and U.S. Government regulatory requirements. Conduct market research and develop cost estimating models to evaluate price reasonableness and support negotiation positions. Support Small Business initiatives. Qualifications Bachelor’s degree in Business, Supply Chain Management, Procurement, Contract Management, or related field. 5–10+ years of procurement, subcontract administration, or supply‑chain experience supporting U.S. Government contracts. 3 years of experience with FAR/DFAR, ITAR, EAR, and related requirements. Preferred Additional Skills Experience in Government and Commercial contracting / subcontracting managing supplier performance in technical scope, schedule, cost, and risk mitigation. Experience managing various moderately complex to complex subcontracts, including hardware, software, complex services, research and development, special projects, and follow‑on/production subcontracts. Experience in firm‑fixed price, firm‑price incentive fee, time and material, labor hour, and cost reimbursement contract types. Knowledge of UCC, FAR, DFAR, ITAR, and EAR. Excellent presentation skills and ability to develop effective working relationships with Business Development, Program Management, Finance, Legal, Operations, and external customers.
