Job Details Job Title: Specialist, Subcontracts Job Code: 39030 Job Location: Nashville, TN Job Schedule: 9/80 (every other Friday off!) Job Description L3Harris is seeking a Subcontracts Specialist to support subcontract acquisition activities from proposal to award and execution. The successful candidate will establish and negotiate various contract types, provide oversight and manage supplier activities related to subcontract task orders, including cost, quality, delivery, and schedule commitments. The role requires extensive knowledge of Federal Acquisition Regulation (FAR) requirements, particularly FAR Part 15 contracting, and experience with subcontractor solicitation, proposal evaluation, negotiations, pricing analysis, subcontract award and ongoing administration. Essential Functions Lead all aspects of the subcontract acquisition process from proposal through award, including requirement definitions, generation of statements of work, RFI/RFP/quotes, proposal evaluations, source selections, negotiations, documentation, compliance, change management, invoice approvals, dispute resolutions and closeouts. Draft and negotiate contract vehicles such as Subcontracts, Letter of Subcontracts, Teaming Agreements, Long‑Term Agreements, Master Service Agreements, Software License Agreements, Insurance Agreements, Intellectual Property Agreements, Non‑Disclosure Agreements and other legal matters. Manage subcontractor cost, schedule and technical performance, ensuring L3Harris and customer objectives are achieved, including on‑time delivery, quality, and affordability. Propose major milestones and initiate corrective actions when necessary. Identify supply chain and contractual risk, recommending strategies to minimize or manage risk across all contracting stages. Draft, review, and interpret contracts and advise on contractual rights, obligations and risk. Perform cost estimating, pricing reviews and analysis in line with industry best practices, solicitation instructions, customer requirements and USG regulatory requirements. Conduct market and historical data research, develop cost estimating models to evaluate price reasonableness and develop negotiation positions. Support Small Business initiatives. Qualifications Bachelor’s degree in Business, Supply Chain Management, Procurement, Contract Management or a related field. 3–7+ years of procurement, subcontract administration, or supply chain experience supporting U.S. Government contracts. 3 years of experience with FAR/DFAR, ITAR, EAR, and related requirements. Preferred Additional Skills Experience writing, issuing, and negotiating RFPs, NDAs, and subcontracts. Proactive negotiator focused on win‑win outcomes. 2‑4 years of experience in the subcontract process flow. Experience generating spending plans, sales/payment forecasts, and variance reports. Experience managing program budgets and explaining variances. Experience managing various types of subcontracts, including hardware, software, complex service, and production subcontracts. Attention to detail with strong organizational skills. Strong communication skills, both written and verbal, across professional levels. Experience with contract types: FFP, FPIF, T&M, Labor Hour, Cost‑Plus (fixed‑fee, incentive fee, award fee), and Intercompany orders.
