POSITION SUMMARY

The Quality Control Manager (QCM) provides daily on-site leadership and oversight of the project Quality Control Program to ensure construction activities, materials, documentation, and completed work comply with contract documents, plans and specifications, applicable standards, and client requirements. The QCM establishes and maintains project quality procedures, performs required inspections, manages submittals and quality documentation, identifies deficiencies and corrective actions, and works with project personnel, subcontractors, consultants, and clients to maintain quality standards and support successful project completion. Position will support locations across the DMV region, including Patuxent River (Pax River), Maryland.

ESSENTIAL JOB FUNCTIONS

Quality Control Program Management

• Implement, manage, and monitor the project Quality Control Program in accordance with contract documents, project requirements, and company standards.
• Establish and maintain project-specific quality procedures, standards, inspection requirements, documentation, and controls.
• Review contract documents, plans, specifications, approved submittals, and other project requirements to ensure quality requirements are understood and implemented.
• Monitor construction activities and performance to identify deficiencies, trends, and opportunities for improvement.
• Provide quality-related guidance to project personnel and subcontractors and recommend improvements to procedures or work practices as needed.
• Ensures program compliance with all applicable laws, regulations, and company policies.

Inspections and Quality Compliance

• Perform and coordinate required inspections to verify construction activities, materials, and completed work conform to approved plans, specifications, submittals, and contract requirements.
• Inspect and document the receipt of materials and equipment to verify compliance with approved submittals and contract requirements.
• Conduct and document required preparatory, initial, follow-up, and other quality control inspections and meetings.
• Provide oversight to subcontractors and project personnel to ensure construction activities are completed in accordance with approved design and quality requirements.
• Identify and document nonconforming work and initiate stop-work or re-work, in coordination with the project team, when required.
• Ensure corrective actions are implemented, verified, documented, and closed.

Submittals and Quality Documentation

• Manage and facilitate the project submittal process, including materials, equipment, designs, plans, and other required documentation.
• Review submittals for completeness and compliance with contract and project requirements and ensure timely submission to the client.
• Prepare and maintain required quality documentation, including daily reports, inspection records, logs, deficiency tracking, corrective actions, and client communications.
• Maintain complete and accurate quality records in accordance with contract and project

Project Coordination and Compliance

• Coordinate with Project Managers, Superintendents, subcontractors, consultants, clients, and other project personnel to communicate quality requirements and resolve quality-related issues.
• Maintain regular contact with the Project Manager regarding project status, quality concerns, deficiencies, corrective actions, upcoming inspections, and client requirements.
• Monitor subcontractor performance and ensure compliance with applicable project quality requirements.
• Ensures program compliance with all applicable laws, regulations, and company policies.
• Provide proper flow of communication from upper management to team members and vice versa.
• Adhere to and implement Aleut's safety standards and project-specific safety requirements. Stop unsafe work immediately and report all incidents in accordance with established requirements.

• Take proactive steps and actions to identify and minimize project risks

Project Completion and Closeout

• Ensure quality-related contract requirements for project inspections, acceptance, commissioning, record documents, training, and other required closeout activities are completed.
• Coordinate final inspections and punch-list activities and verify deficiencies and corrective actions are completed and documented.
• Ensure required quality documentation and records are complete and available to support client acceptance and project close-out.

General Responsibilities

• Provide quality control input during preconstruction, proposal development, estimating, and project planning as assigned.
• Perform duties, responsibilities, and assigned tasks with minimal direction or oversight.
• Work with other departments within the company and business units as required.
• Other duties as assigned.

EDUCATION/TRAINING

• Bachelor’s Degree in Engineering, Construction Management or similar relevant field. Equivalent relevant work experience may be substituted for the degree requirement
• Required Certifications:
  • OSHA 30
  • Construction Quality Manager (CQM)
  • EM-385-1 Training
  • First Aid & CPR

EXPERIENCE

• Minimum of seven to ten (7-10) years of experience in progressive quality control management in construction.
• Experience conducting quality control on construction projects, working on setting site standards, serving as the individual that changes or improves performance/quality on site, monitoring performance, and working with project staff to establish procedures and standards for the project.

• General knowledge of federal contracting processes, practices, requirements, and guidelines for construction projects.
• Strong familiarity and implementation of OSHA 1910/1926
• Demonstrated knowledge and experience managing subcontractors.
• Demonstrated knowledge and experience with proposal development and estimating.

SKILLS/ABILITIES

• Demonstrated knowledge of construction means and methods.
• In-depth knowledge and ability to read prints, plans, schedules, and inspections.
• Strong verbal and writing skills required for communication with client, management and team members.
• Strong computer skills using MS Office (Word, Excel, PowerPoint etc), Procore and RMS.
• Must be able to read, analyze, and interpret data
• Ability to interpret and understand instructions furnished in written, oral, diagram, or schedule form.
• Must be able to manage and supervise others.

• Must be able to document issues and resulting resolutions.
• Navigate time constraints and complete deliverables on time.
• Be effective in a high-stress environment.
• Organize/perform/assign work with minimum supervision.

PHYSICAL DEMANDS

• Ability to perform repetitive movements of the fingers, hands, wrists, and arms, including use of computers and other office or field equipment.
• Must be able to sit, stand, and walk for prolonged periods.
• Frequently required to bend, stoop, kneel, crouch, reach, and climb stairs or ladders as necessary to inspect work and oversee project activities.
• Must be able to safely navigate active construction sites, including uneven or rough terrain, unfinished surfaces, stairs, and other project work areas.
• Must be able to access and move throughout construction and project areas to observe work, conduct inspections, and oversee site operations.
• Must be able to wear required personal protective equipment (PPE), including, but not limited to, safety glasses, protective footwear, hard hat, gloves, hearing protection, fall-protection equipment, full- or half-mask respirator, and/or face mask, as required by the work environment.
• Must be able to lift, carry, push, or pull materials and equipment weighing up to 30 pounds.

WORK ENVIRONMENT

The working conditions for this position may include the following:

• This is an Onsite position that requires work to be performed onsite at an Aleut location.
• Working both indoors and outdoors, exposed to all weather conditions and potentially austere environments.
• May be exposed to construction environments involving equipment, electrical or mechanical hazards, elevated work areas, confined spaces, dust, hazardous materials, and odors
• Potential exposure to continuous loud noise produced by machinery and/or equipment.

SPECIAL REQUIREMENTS

• Must possess a valid and unrestricted driver’s license.
• Must be able to pass pre-employment background screening.
• Must be able to obtain and maintain required base or project site access.
• Must be able to work a schedule that aligns with project requirements and operational needs, including extended hours, early mornings, evenings, weekends, or other non-standard hours as necessary required by the project needs.
• Must be able to travel as required to support projects and company operations, generally up to 30%.

Salary Range: $115,000-$125,000
