Supervisory Social Worker - Caregiver Support Program Manager

Summary The incumbent serves as a Social Work Supervisor – Caregiver Support Program (CSP) Manager, providing state‑of‑the‑art continuity of services, education, and resources to caregivers of Veterans with complex needs. The CSP includes the Program of Comprehensive Assistance for Family Caregivers (PCAFC) and the Program of General Caregiver Support Services (PGCSS) at the VA Health Care System. Qualifications Applicants pending completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements (VHA Social Worker): Citizenship: Must be a citizen of the United States. Non‑citizens only if recruitment of qualified citizens is not possible. Education: Master’s degree in social work from a CSWE‑accredited school of social work. Graduates from candidacy schools not accepted until full accreditation. Doctoral degree does not substitute for the master's. Licensure: Must be licensed or certified by a state to practice social work independently at the master’s level. Current state requirements can be verified at the official VA website. Physical Requirements: Typical for occupation; no pre‑placement examination required. See VA Directive and Handbook 5019. English Language Proficiency: Proficient in spoken and written English as required by law. Grade Determinations: For supervisory social worker GS‑13, at least one year of experience at GS‑12 level, advanced practice skills in a specialty area or administration, and advanced practice licensure or certification. Demonstrated Knowledge, Skills & Abilities: Organize work, set priorities, and meet multiple deadlines. Supervisory duties including clinical supervision, consultation, negotiation with other departments, and quality improvement. Ensure provision of clinical social work services by supervised workers. Delegate authority, manage priorities, coordinate work, and follow up on pending issues. Analyze organizational and operational problems, develop and implement solutions, and use data effectively. Provide staff training and development. Duties / Responsibilities Establish and maintain an ongoing education program for Veterans, caregivers, community agencies, students, and staff to facilitate understanding of clinical practice guidelines, mental health issues, readjustment issues, and psychosocial issues facing caregivers. Develop and facilitate CSP program–focused orientation, coaching, in‑service training, staff development, and continuing education programs for VA facility staff and the community. Maintain a current network of referral resources, including peer‑support mentoring groups, caregiver skill‑building and self‑care educational opportunities, mental health support, and legal and financial services. Serve as subject‑matter expert for VA Facility leadership and staff on all CSP‑related issues, and consult with other VA professionals and administrators on program‑specific activities. Collaborate with facility, VISN, and VA Central Office staff to develop and implement solutions; participate in national, regional, and VISN operational calls; contribute to national leadership council committees; and implement cultural transformation initiatives such as the Elizabeth Dole Foundation's Campaign for Inclusive Care and the Rosalyn Carter Institute. Collaborate with internal staff, VISN, and VACO leadership and external stakeholders to expedite service delivery. Provide consultation and briefings to other staff and internal and external stakeholders on the special needs of caregivers. Oversee the daily operations of the CSP program. Develop policies and procedures for program operations, prepare reports and statistics for facility, VISN, and national use. Manage clinical and business operations, ensuring program effectiveness and modifying service patterns to comply with Directive 1152(1). Identify workforce competency gaps and ensure supervised staff receive necessary training. Certify staff completion of all required annual and ad‑hoc trainings through documentation and reporting. Manage and control data related to program day‑to‑day functioning and evaluation. Oversee facility CSP program fiscal matters, including fund controls, contract management, and equipment expenditures; forecast resource and equipment needs; administer allocated budget. Establish, maintain, and review performance requirements and standards for subordinate social workers and communicate them to employees. Appraise performance to determine levels for each Social Work Service employee assigned to CSP, reward appropriate performance, and review award recommendations. Counsel employees regarding poor performance or unsatisfactory situations; take disciplinary or appropriate action when necessary. Benefits and Compensation Work Schedule: Monday – Friday, 7:30 a.m. – 4:00 p.m. or 8:00 a.m. – 4:30 p.m. Recruitment Incentive: Not authorized. Permanent Change of Station (Relocation Assistance): Not authorized. Pay: Competitive salary and regular salary increases; a higher step rate may be considered after evaluation of higher or unique qualifications or special needs of the VA (above minimum rate). Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave for birth, adoption, or foster care placement. Child Care Subsidy: After 60 days of employment, full‑time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of eligible childcare costs, capped at $416.66 per month. Retirement: Traditional federal pension (5 years vesting) and federal 401(k) with up to 5% VA contributions. Insurance: Federal health, vision, dental, term life, long‑term care (many federal insurance programs can be carried into retirement).
