Senior Healthcare Quality Consultant - Medicare (Seattle Health)

This role is a senior consultant within Milliman’s growing Medicare quality and Star Rating practice, supporting both client engagements and the Milliman Star Rating Market Intelligence product. The successful candidate will bring deep expertise in Medicare Advantage Star Ratings, health plan quality operations, and performance improvement, including significant experience with CAHPS, HOS and member experience.The position combines senior client advisory work with leadership of complex consulting engagements, mentorship of consulting staff, and business development, as well as an active role in developing and expanding Milliman’s Medicare quality and Star Rating consulting capabilities.About Our PracticeMilliman’s Seattle Health Practice partners with a broad spectrum of organizations, including insurance companies, health plans, government agencies, healthcare providers, reinsurers, Accountable Care Organizations (ACOs), health technology firms, and employers. For motivated candidates, this is an exceptional opportunity to advance professionally while making a meaningful impact in healthcare.What You Will DoIn this role, you will:Serve as a senior consultant advising Medicare Advantage organizations on Star Ratings strategy, quality improvement and operational performance.Lead consulting engagements focused on CAHPS, HOS and member experience, including assessment of performance drivers, development of improvement strategies, and design and implementation of targeted interventions.Advise clients across the broader Medicare Star Ratings program, translating measure performance and regulatory changes into operational priorities and actionable improvement plans.Work across health plan functions, including quality, member experience, clinical operations, provider engagement, pharmacy, customer service, analytics, and executive leadership, to identify and address barriers to performance.Develop and strengthen governance structures, workplans, performance monitoring approaches, and accountability processes that support sustained quality improvement.Combine quantitative analysis with operational knowledge to interpret quality performance and identify practical opportunities for improvement.Contribute subject matter expertise to Milliman research, analytics, and thought leadership related to Medicare quality, CAHPS, HOS, and Star Ratings.Help expand Milliman's Medicare quality and Star Ratings consulting capabilities, including new service offerings and client solutions.Mentor consultants, providing informal guidance and knowledge-sharing without formal management responsibility.Participate in business development activities, including identifying opportunities and contributing to proposals for prospective and existing clients.What We’re Looking ForProfessional QualificationsBachelor’s degree required. 7+ years of healthcare quality, Medicare Advantage, health plan operations, or related experience, including substantial experience focused on Medicare Advantage Star Ratings.Demonstrated experience developing and implementing quality improvement strategies and interventions, rather than solely measuring or reporting performance.Significant experience with HEDIS, CAHPS and HOS performance improvement, including understanding of the operational drivers of results and approaches to improving performance.Strong analytical background, with experience translating data into actionable recommendations for health plan clients.Personal QualificationsSelf-directed and comfortable operating independently as a senior, client-facing advisor.Willingness to mentor junior staff and share expertise informally.Interest in growing a practice through new and expanded client relationships.Ability to communicate complex quality and regulatory issues clearly and practically.Preferred QualificationsExperience representing an organization at industry conferences and professional events, including speaking, panel participation, or educational presentations on Medicare Advantage quality or Star Ratings topics.Advanced degree in healthcare administration, public health, business administration, health policy, nursing, or a related field.Experience developing new consulting offerings or building a Medicare quality or Star Ratings practice.Experience working in both a Medicare Advantage health plan environment and a healthcare consulting or advisory environment.Experience conducting or contributing to healthcare quality research and industry publications.Individual(s) must be legally authorized to work in the United States without the need for immigration support or sponsorship from Milliman now or in the future.The expected application deadline for this job is October 30, 2026.LocationThis position is based out of the Milliman office in Seattle, WA. It is preferred that this employee work in-office, but remote candidates anywhere in the US will be considered.CompensationThe overall salary range for this role is $147,400 - $279,680. For candidates residing in:Alaska, California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York City, Newark, San Jose, San Francisco, Pennsylvania, Virginia, Washington, or the District of Columbia the salary range is $169,510 - $279,680All other locations the salary range is $147,400 - $243,200.A combination of factors will be considered, including, but not limited to, education, relevant work experience, qualifications, skills, certifications, etc.BenefitsWe offer a comprehensive benefits package designed to support employees’ health, financial security, and well-being.
