Senior Director, Physical and Capital Planning Apply now Job no: 555833 Work type: Management (MPP) Location: San José Categories: MPP, At-Will, Custodial/Facilities, Full Time, On-site (work in-person at business location) Reporting to the Senior Associate Vice President and in collaboration within the department and colleagues across the campus, the Senior Director of Physical and Capital Planning is responsible for the leadership, administration, management, and supervisory oversight of all physical and capital planning activities for the campus. As part of this role, the Senior Director works collaboratively with others in the department to lead, direct, and oversee activities associated with physical planning including master plans, land use plans, space management and program plans, and environmental compliance, capital planning including development of capital outlay plans and ensuring compliance with CSU and other regulatory processes during project planning and execution. The Senior Director, while working collaboratively with other leaders within Facilities Development and Operations and campus senior leadership, develops multi-year capital investment plans and space management standards to support university goals and objectives. The Senior Director works collaboratively with others to ensure all environmental and capital planning requirements associated with construction projects are executed successfully. The Senior Director develops processes and procedures for the successful management of all assigned areas. The Senior Director is responsible for establishing and maintaining strong relationships with campus clientele, CSU partners, and outside agencies while driving forward a vision of stewardship and delivering services in a customer focused manner. The Senior Director administers an assigned operations budget and works collaboratively with others where funding is provided for planning activities as part of a project or development. The Senior Director also participates with other senior department leaders to develop, establish, and implement department strategic and operational plans and initiatives. The Physical and Capital Planning unit of Facilities Development and Operations provides services to a university campus spread across five sites comprised of +170 acres, 52 buildings, and more than six million gross square feet. The unit employs 3 full-time permanent staff, utilizes several consultants in the delivery of services to the campus, and works very closely with the Design, Construction, Maintenance, Infrastructure, and Small Projects units within the department. Key Responsibilities Oversees and has direct responsibility for all physical planning activities associated with the University. This includes development and implementation of physical master plans, land use plans, area development plans, etc. Manages the adopted physical master plan and all associated campus information to ensure ongoing compliance with CSU system and regulatory requirements Manages the university’s facilities information platform (MetaBim) ensuring consistency of structure and accuracy of information. To include development and organization of an online plan room containing University records as related to its property and physical space Conducts meetings necessary to manage all aspects of the physical planning portfolio including with university representatives and stakeholders, architects, engineers, special consultants, California State University officials, and local, state and federal agencies having jurisdiction Reviews proposed construction projects and participates in design review efforts as well as provides advice and guidance to project teams to ensure compliance with university master plans, land use plans, and standards Manages and ensures ongoing accuracy of all University maps and floor plans including those used by the public as well as those used for physical planning and facilities/utilities infrastructure documentation Ensures requirements as related to CEQA/EIR and other land use regulatory authorities are met for all projects, including those which may be pursued independently by campus auxiliaries. Serves as the point of contact and subject matter expert for the campus as related to these topics Leads and oversees efforts, working closely with the Senior Associate Vice President- Facilities Development and Operations, as well as with senior leaders from across the campus to maintain accurate facility information and space records To include development of facility information and space management standards, policies, and procedures Evaluates and develops plans to address campus space needs through space reallocations and alterations Leads and oversees efforts, working closely with the Senior Associate Vice President - Facilities Development and Operations and the Design and Construction and Maintenance and Infrastructure Project units, as well as with leaders across the campus, to develop the annual Five-Year Capital Plan submission by the campus to the CSU Chancellor’s Office To include development of independent multi-year capital outlay plans for university units (i.e., Housing, Student Union, MLK Library, Parking, Student Union, etc.,) Work efforts to use evidence-driven planning processes, strategies to maximize resources, and an approach ensuring timely and cost-effective implementation Supports and directs where assigned, efforts associated with project feasibility, programming, and conceptual studies Collaborates with the Design and Construction and Maintenance and Infrastructure units to ensure robust development and timely submission of required campus or CSU-required documents and reports as related to the overall project portfolio Oversees personnel management and administration including hiring, retention, performance, corrective and/or disciplinary action, and resolution of issues while working closely with the Business and Administrative Services unit and University Personnel Acts as a key department representative for the assigned area of work and initiates and maintains relationships within the Chancellor’s Office, department, and clients across the campus as well as with outside agencies to advance the physical vision of the campus and implementation of the adopted project portfolio Develops and keeps current business continuity plans to ensure operations during short- or long-term emergencies, including consideration for services provided by consultants and contractors Knowledge, Skills & Abilities Thorough knowledge of physical planning principles and standards as related to a university and urban environment Thorough knowledge of capital planning including ability to develop a broad and wide-ranging portfolio to support the University’s goals and strategic initiatives Demonstrated knowledge of the California Environmental Quality Act (CEQA) and substantial skills in the development of environmental impact reports (EIRs) including implementation and reporting for required mitigation strategies Thorough knowledge of applicable state and federal codes and regulations pertaining to the development of land and/or construction of improvements Demonstrated knowledge of space management principles in a university setting including ability to gather, analyze, and evaluate data and make recommendations regarding allocation of space Thorough knowledge in project management principles which result in successful project performance Thorough knowledge required to conduct feasibility, conceptual and programming studies as well as to develop the framework required during the planning phase of projects to support the capital planning process Knowledge of land use entitlement processes and strong understanding of land use records Demonstrated record of successful financial planning, budgeting, and fiscal management including the ability to manage multi-functional programs with significant budgetary impact Demonstrated knowledge developing and implementing a strong customer service approach to work efforts while motivating staff in a challenging environment Extensive knowledge of personnel management; meet deadlines/goals; and complete routine tasks despite intermittent interruptions; this includes managing multiple tasks and working proactively to avoid crisis and backlog Ability to build a culture of accountability and transparency characterized by individuals holding themselves personally accountable for their actions Ability to foster teamwork by maintaining a positive, cooperative, productive work atmosphere while establishing effective working relationships within a diverse population Ability to operate sustainability concepts (economic justice, social justice, environmental justice) into all aspects of performing job duties Ability to communicate with constituents in a professional and respectful manner Required Qualifications Bachelor’s degree in Urban or Regional Planning, Land Use Planning, Public Administration, or a related field OR equivalent experience such as might be attained through ten years of experience, of which a minimum of five years is associated with progressively responsible senior level experience Seven years of supervisory experience and four years of leadership experience within the field of physical and capital planning or management of the planning phase or major construction projects Demonstrated management experience leading and overseeing teams responsible for the physical and/or capital planning processes and tasks associated with large scale commercial projects Demonstrated acumen in the development of capital outlay plans for a large portfolio License A valid driver's license is required for this position. Out of state candidates selected for the position must obtain a State of California driver's license within 10 days of hire in accordance with the California Department of Motor Vehicles regulations. Once hired the employee must successfully complete the Defensive Driver Training Program provided by the State of California for California State University campuses. Preferred Qualifications Degree in Urban or Regional Planning Certification through the American Institute of Certified Planners or American Planning Association Previous training in campus planning such as that provided by the Society for College and University Planners, Planning Institutes (Foundations, Design, and Sustain) Experience as a university planner or senior level regional or senior level urban planner Experience in physical, environmental, or capital planning for a state facility, college or university, or other large-scale, multi-facility complex such as a corporate or other campus Compensation Classification: Administrator III Anticipated Hiring Range: $15,160/month - $16,167/month CSU Salary Range: $6,891/month - $22,119/month The final hiring salary will be commensurate with experience.
