The Texas Education Agency (TEA) requires a senior-level Business Analyst to work on multiple projects that support the agency's mission of improving student outcomes, with a focus on major enhancements and software rewrite efforts.

The candidate will serve as the primary conduit between the customer community and the software development team, ensuring requirements are effectively managed and fulfilled throughout the entire Software Development Life Cycle (SDLC).

• Elicitation & Analysis: Analyze user needs, business processes, and system capabilities to improve existing systems. Elicit requirements using joint application development (JAD), interviews, surveys, use cases, and workflow analysis.
• Requirements Writing & Visual Output: Transform elicitation data into business and functional requirements, use cases, user stories, software requirements specifications, wireframes, and mockups using clear, unambiguous language.
• BA Best Practices & Mentorship: Act as a mentor to peers, disseminating best practices and proactively seeking training opportunities.
• Using TEA Tools Effectively: Utilize tools like Atlassian Jira and Modern Requirements to manage the change control process, track requirements status, and participate in the SDLC.

• Standard Hours: 8 hours per day, Monday through Friday, 8:00 AM to 5:00 PM. Schedule must include the core hours between 9:00 AM and 3:30 PM Central Time.
• After-Hours/On-Call: May be required to work outside normal business hours on weekends, evenings, and holidays, as requested.
• Background Check: Potential candidates must submit to and satisfy criminal background checks as authorized by Texas law.

Required Experience:

• 8 Years: Eliciting requirements from interviews with customers and creating well-written system requirements.
• 8 Years: Experience with software development life cycles (SDLCs).
• 8 Years: Business process re-engineering and software process flow improvement experience.
• 8 Years: Developing user stories and use cases that conform to business analysis best practices.
• 8 Years: Designing mockups and/or wireframes that conform to UX best practices.
• 5 Years: Demonstrated strong communication, facilitation, writing, and organization skills.

Preferred Experience:

• 4 Years: Documented work experience with TEA OR a federal/state/local education agency OR an education vendor.
• 2 Years: Documented work experience with the issue tracking software "Atlassian Jira".
• 2 Years: Documented work experience with a requirements management software tool, such as "Modern Requirements".
