National Capital Treatment & Recovery, formerly Phoenix House, a nonprofit substance use treatment facility in Arlington, VA is hiring a full-time CEO to serve as the visionary and operational leader of the organization. They are responsible for translating the nonprofit's mission into actionable programs, ensuring clinical excellence in substance use treatment, maintaining financial health, and cultivating critical relationships with stakeholders, donors, and regulatory bodies. This is a full-time, salaried position with full benefits.
1. Responsible as an ex-officio member of the Board of Directors and its committees.
- Partner with the Board of Directors to establish and execute the organization's strategic vision, short-term goals, and long-term sustainability plans.
- Attend all Board meetings, providing transparent updates on organizational progress, risks, and operational metrics.
- Ensure all clinical and operational policies align with the organization's mission and meet ethical, legal, and licensing standards.
- Assists the NCTR Board and its committees in achieving their identified goals.
- Work with the Foundation on fundraising and development for the Capital Campaign and long term fundraising.
2. Responsible for the financial stability of National Capital Treatment & Recovery.
- Oversee the annual operating budget in collaboration with the Board, applicable subcommittees, and finance team to maintain fiscal stability.
- Ensures that NCTR and its programs operate within the approved budget, seeking modifications from the Board where appropriate.
- Oversee the organization’s fundraising and development efforts, including identifying major donors, cultivating corporate partnerships, leading a Capital Campaign and writing grants.
- Ensures that the development and growth teams secure additional sources of income are researched, found and obtained, such as new contracts, grants and donations.
3. Responsible for the Administration of all National Capital Treatment & Recovery programs and projects.
- Uphold a high standard of evidence-based, compassionate care for individuals struggling with substance use disorder.
- Ensure strict compliance with all local, state, and federal healthcare regulations, licensing requirements, including 42 CFR Part II and HIPAA standards.
- Oversee continuous quality improvement (CQI) efforts and risk management protocols to ensure patient safety and positive recovery outcomes.
- Hires qualified and competent leadership to ensure the smooth-running operation of each of the NCTR Departments and Programs.
- Ensures that a high-quality clinical service is being delivered on each of the NCTR Programs.
- Ensures that a safe and appropriate environment is maintained at each NCTR facility.
- Ensures that each NCTR Program is correctly licensed by all required licensing authorities.
- Foster a healthy, inclusive, and trauma-informed workplace culture that supports employee well-being.
- Ensure the organization is staffed appropriately to deliver high-quality, continuous patient care.
4. Responsible for the good reputation relationships of all National Capital Treatment & Recovery Programs.
- Serve as the primary spokesperson and public face of the organization.
- Oversees the departments that build and maintain referral networks with local hospitals, courts, social services, and other community partners.
- Advocate for substance use disorder resources and represent the organization’s interests at local, state, and federal levels.
- Actively creates good public relations with all neighborhood associations, elected officials, other community groups, and all other publics related to NCTR Programs.
- Maintains good working relationships with contract agencies, funding sources, referral sources and licensing authorities.
- Seeks and completes projects and activities that will increase goodwill and promote the good reputation of National Capital Treatment & Recovery.
QUALIFICATIONS
Any combination of education or experience equal to the following:
- Master’s degree in a relevant field, such as counseling, social work, or nursing
- Minimum of 10 years leadership positions, with a focus on substance use treatment, non-profit, behavioral heath settings
- Minimum of 5-7 years of experience in clinical leadership
- Experience managing a licensed substance use treatment facility in Virginia is highly desirable
- Deep understanding of the substance use treatment field, evidence-based treatment models and healthcare compliance
- Active clinical license in good standing (in Virginia) in Counseling, Social Work, Nursing or related (LPC, LCSW, LSATP, LMFT, NP, RN) preferred
- Expertise in working with a Board of Directors and executive management team
- Proven record of accomplishment in grant wiring, major donor fundraising and budget management.

- Knowledge of substance use disorders and evidence-based treatment modalities
- Ability to work independently and collaboratively
- Demonstrated commitment to quality patient care and ethical practice
- Requires ability to present ideas, and/or facts and recommendations effectively.
- Strong skills with electronic medical records
- Ability to respond effectively to the most sensitive inquiries or complaints and facilitate conduct resolution.
- Excellent follow up and organizational skills with the ability to multi-task.
- Abide by NCTR policy and procedures.
- Oversees employee understanding and compliance.
- Ensure all CARF standards are instituted and maintained.
- Ensure a high standard of ethics and professionalism is maintained by all NCTR employees.
