DESCRIPTION OF WORK

DEFINITION: This position is responsible for participating in the construction, operation and maintenance of the electric distribution system while energized at primary and secondary voltages.


REPORTS TO: The Supervisor assigns work in terms of general instructions.


An incumbent in this position may be designated as ELECTRIC LINEMAN CREW LEADER, 1ST CLASS, 2ND CLASS, OR APPRENTICE LINEMAN dependent upon the qualification, experience and knowledge of the selected applicant.

This position requires residency within acceptable reception and transmission range of the City's 800 MHz radio system (approximately 20 miles).

SALARY RANGE:

$24.12-$36.18 per hour (Apprentice Lineman) $27.92-$41.89 per hour (2nd Class Lineman ) $29.32-$43.98 per hour (1st Class Lineman )

$30.79-$46.18 per hour (Crew Leader Lineman )
HOURS: 7:00 a.m. - 3:30 p.m., Monday - Friday (40 hours per week and standby duties).

JOB REQUIREMENTS

Apprentice Lineman:
  • Assists others in the installation, repair, operation and maintenance of the electric distribution system while de-energized.
  • Operates various types of motorized equipment used in the construction, operation and maintenance of the electric distribution system.
  • Assists in preparing hardware and materials for installation on the electric system.
  • Cleans and restocks trucks with appropriate materials, equipment, and tools.
  • Assists in establishing and maintaining a safe work zone.
  • Performs other related duties as assigned.
2nd Class Lineman:
  • Participates in the installation, repair, operation and maintenance of the overhead electric distribution system while energized at secondary voltages.
  • Prepares associated hardware and materials.
  • Participates in the installation, repair, operation and maintenance of the underground electric distribution system while energized at secondary voltages.
  • Operates various types of motorized equipment used in the construction, operation and maintenance of the electric distribution system.
  • Cleans and restocks trucks with appropriate materials, equipment, and tools.
  • Assists in establishing and maintaining a safe work zone.
  • Performs other related duties as assigned.

1st Class Lineman:

  • Participates in the installation, repair, operation and maintenance of the underground electric distribution system while energized at primary and secondary voltages.
  • Prepares associated hardware and materials.
  • Operates various types of motorized equipment used in the construction, operation and maintenance of the electric distribution system.
  • Assists in directing the daily operation of the electric line crew.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS

Apprentice Lineman:
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to a high school diploma or equivalent.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of a valid North Carolina Class "A" Drivers License or ability to readily obtain within 6 months.
  • Required to advance to a 2nd Class Lineman within two years of date of hire and to 1st Class Lineman within 5 years after becoming a 2nd Class Lineman

2nd Class Lineman:
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to a high school diploma or equivalent.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of a valid North Carolina Class "A" Drivers License or ability to readily obtain within 6 months.
  • Required to satisfactorily develop job knowledge and skills to be promoted to 1st Class Lineman within five years of date of hire. Failure to satisfy this requirement will result in discharge from employment.

1st Class Lineman:
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education or equivalent
  • Experienced in performing electric line construction and maintenance on electrical facilities energized at primary and secondary voltages.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of a valid North Carolina Class "A" Drivers License or ability to readily obtain within 6 months.
Crew Leader Lineman:
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education or equivalent.
  • Experienced in performing electric line construction and maintenance on electrical facilities energized at primary and secondary voltages.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of a valid North Carolina Class "A" Drivers License or ability to readily obtain within 6 months.
Must have an active and consecutive 3-year verifiable driving history. If less than 3-years, but at least 2-years, the individual must successfully have completed an 8-hour NC court approved driving course.

  • Knowledge of and skilled with hand tools, test equipment and small power tools.
  • Knowledge of applicable safety procedures, rules and regulations.
  • Knowledge of occupational hazards associated with the work.
  • Knowledge of relevant federal, state and local laws and ordinances.
2nd Class Lineman:

  • Knowledge of electric line construction and maintenance practices.
  • Knowledge of proper safety procedures, rules and regulations including NESC, OSHA, APPA and City policies.
  • Knowledge of hand tools, test equipment, and small power tools.
  • Knowledge of occupational hazards associated with the work.
  • Knowledge of relevant federal, state, and local laws and ordinances.
  • Skill in operating various types of motorized equipment used in the construction, operation and maintenance of the electric distribution system.
  • Skill in climbing utility poles in a proficient manner.
  • Skill in establishing cooperative and productive working relationships.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS: The Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.


GUIDELINES: Guidelines include the National Electric Safety Code; American Public Power Association Safety Manual; the City of Rocky Mount Personnel Manual; and OSHA regulations. These guidelines are generally clear and specific, but may require some interpretation in application.


COMPLEXITY: The work consists of related technical duties. Working in extreme temperatures and in confined spaces contributes to the complexity of the position.


SCOPE AND EFFECT: The purpose of this position is to assist in the operation of the Electric System. Success in this position contributes to the provision of utilities for system customers.


PERSONAL CONTACTS: Contacts are typically with co-workers, other City personnel, vendors, and customers.


PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.


PHYSICAL DEMANDS: The work is performed while sitting, standing, walking, bending, crouching, or stooping. The employee frequently lifts light and occasionally heavy objects, climbs ladders, climbs poles/structures, and uses tools or equipment requiring a high degree of dexterity.


WORK ENVIRONMENT: The work is performed outdoors, in all types of weather. The employee is exposed to noise, dust, and dirt. The work requires the use of protective devices such as safety glasses, FR clothes, and Rubber Gloves. Must be able to work scheduled and unscheduled overtime and be on a rotating schedule to standby to be called in to work after normal working hours.


SUPERVISORY AND MANAGEMENT RESPONSIBILITY: None.
