Financial Specialist

Summary

These positions are available throughout various USMS Districts in the Continental US (CONUS).

The selectee of this position serves as a Financial Specialist. You will be responsible for analyzing existing District procedures to identify more efficient and effective methods for accomplishing program objectives and recommending changes/improvements to District management.

Duty location will be determined at the time of selection.

Pay will be determined based on duty location.

As a Financial Specialist at the GS-0501-9/11 level, some of your typical work assignments may include:

• Overseeing the District financial management program.
• analyzing the District's financial obligations and expenditures to ensure compliance with USMS policies and procedures.
• Tracking the District work plan expenditures and other funding.
• Monitoring the District budget to ensure funds are obligated and spent in a timely and effective manner.
• Reviewing and analyzing financial reports.

This announcement will establish an inventory of applicants. One or more vacancies may be filled at the locations listed in this announcement as they become available. Applications will be reviewed for duty locations with available vacancies at the time of each cut-off.

Qualifications

GS-9 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 grade level is required to meet the time-in-grade requirements for the GS-9 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0501-9 level, if you fulfill one of the following qualifications:

A. Specialized Experience: One year (12-months) of full-time specialized work experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to:1) Reviewing financial obligations and expenditures; 2) Conducting audits of individual accounts, vendors, etc.; 3) Assisting management on financial planning and management of funds; and 4) Utilizing electronic financial systems for receipt and disbursement of funds for a variety of accounts. (Note: Your resume must CLEARLY demonstrate this experience.)

OR

B. Education: A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Management, Finance, Accounting, etc. (Note: You must attach a copy of your transcripts.)

C. Combination of education and experience : A combination of education and experience as listed above. (MUST SUBMIT TRANSCRIPTS).

GS-11 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0501-11 level, if you fulfill one of the following qualifications:

A. Specialized Experience: One year (12-months) of full-time specialized work experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to: 1) Reviewing financial obligations and expenditures; 2) Conducting audits of individual accounts, vendors, etc.; 3) Assisting management on financial planning and management of funds; 4) Reviewing monthly invoices for accuracy and resolving billing issues/problems. (Note: Your resume must CLEARLY demonstrate this experience.)

OR

B. Education: A Ph.D. or equivalent doctoral degree in an accredited or pre-accredited college or university; 3 full years of progressively higher-level graduate education leading to such a degree; or possession of a LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Business Management, Finance, Accounting, etc. (Note: You must attach a copy of your transcripts.)

OR

C. Combination of education and experience : A combination of education and experience as listed above. (MUST SUBMIT TRANSCRIPTS).
