Summary This General Engineer position is located in the Washington Headquarters Services (WHS), Facilities Services Directorate (FSD). The role advises FSD Directors on project intake and leads stakeholder coordination to develop executable project requirement packages. Projects serve DoD facilities in the National Capital Region (NCR), primarily the Pentagon, ensuring customer needs are met through MILCON and WHS working capital funds. Responsibilities This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) for Certain Personnel of the DoD Workforce, in accordance with Section Direct Hire Auth 5 U.S.C. § 9905, 6/23/2023 Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: Provides comprehensive engineering expertise and technical support, reviewing designs for sustainment, restoration, and modernization projects that involve general, architectural, civil, mechanical, plumbing, and electrical engineering systems. Performs a wide range of project management functions, from establishing intake procedures and chairing review meetings to developing requirement packages, reviewing contract statements of work, and serving as a Contracting Officer's Representative (COR) for complex projects. Manages and provides technical support for the Integrated Technology Division's AutoCAD, Building Information Modeling (BIM), and Geospatial Information System (GIS) programs by developing investment strategies, validating facility requirements, and advocating for program resources. Leads and participates in Integrated Project Teams (IPTs) to coordinate initiatives, keep abreast of innovations in multidisciplinary engineering, and ensure the successful application of new technologies and standards to building systems. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Individual Occupational Requirement Education: I have an Engineering degree from a program that: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering Technology (ABET); or (2) include differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of education and experience: I have a combination of college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background was obtained by the following: Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineers in Training (EIT), or licensure as a Professional Engineer (E) by any State, the District of Columbia, Guam, or Puerto Rico. Written Test- successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under education above. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in the education paragraph. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) -AND- You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) Providing project management and engineering expertise for facilities projects. This includes reviewing sustainment, restoration, and modernization project designs across multiple engineering disciplines (such as architectural, civil, mechanical, and electrical); developing project requirement packages; and performing contract oversight functions like reviewing statements of work and cost estimates. 2) Managing and providing technical guidance for facility infrastructure programs such as Building Information Modeling (BIM), AutoCAD, and Geospatial Information Systems (GIS). This experience includes developing capital investment strategies, validating facility requirements, and coordinating with organizational stakeholders to ensure compliance with all applicable guidance and certifications. 3) Serving as a technical engineering authority to plan and coordinate complex projects and resolve controversial issues. This includes applying advanced engineering concepts to alter standard practices, leading Integrated Project Teams (IPTs), and communicating technical findings and recommendations to senior leadership and external stakeholders through briefings and reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. All qualifications and education requirements must be met by the closing date of this announcement and clearly documented in your resume. Your resume may not exceed two (2) pages. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave. Education Education cannot be substituted for experience.
