General Engineer

This is a public notice flyer for a grade (GS) 14 General Engineer with NSMA, under the Office of Technology Development Support (OTDS). This opportunity is located at Joint Base Anacostia-Bolling (JBAB). KEY RESPONSIBILITIES Provide systems engineering expertise as working group or product team lead supporting the airborne sensor systems IPT. Deliver technical decisions and recommendations across mechanical, electronic, and aerospace disciplines to resolve complex development and deployment challenges. Direct technical execution for sensor systems R&D, production, integration, and T&E. Draft and review system requirements and verification documents, including Performance Specifications and Test Plans. Manage Technical Performance Measures (TPMs), risks, and conduct technical reviews IAW program policies. Support acquisition by drafting SOWs, CDRLs, and technical reports. Conduct technical evaluations and fact‑finding for contract proposals and engineering change proposals (ECPs). Provide key engineering support to the Contracting Officer during contract negotiations. Monitor project performance metrics and multi‑dimensional risks (technical, schedule, financial) to guide project direction. Identify resource or data gaps, develop mitigation strategies to achieve mission goals, and evaluate results for accuracy. QUALIFICATIONS AND SKILLS Mastery of and skill in applying professional systems engineering theories, concepts and processes to systems requirements analysis, systems integration, and risk analysis. Expert knowledge of airborne‑based sensor technologies for detection and estimation, signal processing techniques, and concept of operations in support of the acquisition of the sensor systems. Knowledge of and experience in acquisition management for Department of Defense or Navy systems from development phase to formal testing to fielding of new operational capabilities and sustaining deployed system. Ability to conduct complex fact findings, perform analytical and problem‑solving methods and techniques, and present findings in an accurate, conclusive and persuasive manner. Ability to effectively communicate verbally and in writing to produce finished products, prepare and present briefings, and participate in meetings and conferences. Ability to independently lead engineering work groups on assigned projects and work cooperatively with peers to achieve successful outcomes with minimal guidance from leadership. KEY ELIGIBILITY REQUIREMENTS Eligibility qualifications for this opportunity include, but are not limited to, the following: You must obtain and maintain a Top Secret security clearance. You must take and pass a pre‑employment drug test.
