Budget Officer

Budget Manager The Budget Manager is a key leadership position within the County Administrative Office, responsible for developing, managing, and monitoring the County’s annual budget and long-range financial planning efforts. The role serves as the County’s budget expert, working closely with department heads, elected officials, and fiscal staff to ensure responsible stewardship of public resources, analyzing financial trends, developing revenue and expenditure forecasts, supporting labor costing and strategic initiatives, and providing recommendations that guide policy and operational decisions. Responsibilities The Budget Manager maintains the County’s fiscal stability while supporting departments in achieving their service goals and ensures the orderly and accurate implementation of the County’s financial policies. Ideal Candidate Experience managing or coordinating complex public‑sector budgets. Strong financial analysis, forecasting, and problem‑solving skills. The ability to build positive working relationships with department leaders and elected officials. Exceptional communication and presentation skills, both written and verbal. Knowledge of governmental accounting principles, budget laws, and fiscal regulations. The ability to balance competing priorities while maintaining accuracy and attention to detail. A proactive approach to identifying fiscal challenges and developing practical solutions. Leadership skills that foster teamwork, accountability, and excellent customer service. The ability to work independently and exercise sound judgment in a dynamic environment. Education Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, Public Policy, or a related field is required. A master’s degree is highly desirable, along with professional experience in governmental budgeting, finance, or fiscal administration. Training and Experience Four (4) years performing professional‑level budgetary analysis experience in budgeting, accounting, finance in a public and/or governmental agency is required.
