Posting ID: 16744 Position Title: Management Analyst I Agency: Health & Human Services Commission (HHSC) – Office of Inspector General (OIG) Location: Austin, TX – 4601 W Guadalupe St (Telework Eligible) Employment Type: Temporary, Part‑time Salary: $3,216.26 – $5,068.53 per month Shift: Day Travel: Up to 20% Job Description The Management Analyst I reports to the Operations Director of the HHS Office of Inspector General. The role performs moderately complex professional organizational analysis work, working under general supervision with limited latitude for initiative. Responsibilities include assisting with training functions, maintaining training records, compiling reports, submitting registration for training courses, coordinating training locations, providing orientation information to new hires, reviewing training material, and conducting studies and evaluations to determine training needs for OIG programs. The position interacts with all areas of the OIG, HHS divisions, other state agencies, and external stakeholders. It participates in developing policies, guidelines, procedures, and communications produced by the team. The analyst also coordinates and implements organizational studies, reviews systems and procedures, assists in project management, and analyzes data such as workload, operational, and business practices to recommend process improvements. Essential Job Functions (EJFs) 40% Maintains training records, compiles and presents reports, submits training registrations, coordinates training locations, provides new employee orientation, reviews training material, and conducts studies and evaluations to determine training needs. 30% Develops, evaluates, and revises unit policies, procedures, and job aids; evaluates performance for compliance with program policies and regulations; recommends process improvements to management. 20% Collaborates and communicates professionally across business functions and with unit staff, project teams, OIG staff, and external stakeholders; produces clear, concise, professional documents that adhere to organizational standards. 10% Performs additional duties as assigned; keeps manager informed; collects and analyzes data on workload, operations, and business practices; consults with management to initiate studies and define scope, objectives, time frames, and resources. Knowledge, Skills, and Abilities Knowledge of health and human services programs, functions, systems, and related laws and regulations. Knowledge of project management concepts, tools, and processes. Knowledge of research techniques and of developing and interpreting policies and procedures. Knowledge of office practices and administrative procedures. Skill in using office equipment and software such as Microsoft Office, Excel, Word, PowerPoint, and Visio. Skill in working under general supervision with limited latitude for initiative and independent judgment. Skill in communicating professionally and effectively, both verbally and in writing. Skill in establishing and maintaining collaborative relationships with staff at all levels and external stakeholders. Ability to manage multiple tasks and prioritize to meet deadlines. Ability to make oral presentations, plan, organize, and deliver outputs. Ability to analyze problems and develop, recommend, or present alternative solutions. Ability to conduct or coordinate studies and prepare concise reports. Initial Screening Criteria Graduation from an accredited high school or equivalent. Graduation from a four‑year college or university is preferred. Minimum of five years’ experience with office management, business administration, training, education, or facilitation. Experience using a personal computer and software such as Word, Excel, and Outlook.
