The primary purpose of this position is: The ARC SCA / ISSM / IT Director serves as an Information Technology subject matter expert specializing as an information technology manager for the entire AF SAP Enterprise advising the ARC Authorizing Official and ARC Program Manager concerning information security/information assurance practices procedures, policies, and plans.

Duties

Help

• As the Senior Security Control Assessor.
• As the MAJCOM MANAGER of SAP IT Portfolio Management and Information Assurance and Security programs, plans, develops, and directs methods, procedures, policies, and techniques governing DoD, Joint, AF and ARC-wide decisions for Information Assurance (IA) and Cyber Security.
• Advisor for Information Systems and Network security initiatives, and other initiatives related to Cyber Security and Assessment and Authorization (A&A).
• As a technical expert, participates in development of Cyber Security and A&A architectural, procedural, requirements, planning and policy documents for maintenance, sustainability, and interoperability and integration issues.

• Position is designated special-sensitive, and incumbent must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information and Special Access Programs. A non- disclosure agreement must be signed.
• Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
• Per DoDM 8140.03, the incumbent of this position must possess and maintain the appropriate IA certification. Failure to maintain the proper IA certification may result in removal from this position. This position has been designated at IA Level III.
• This position has been designated by the AF as a Testing Designated Position (TDP) under the AF Civilian Drug Reduction Program. Employee must pass initial and periodic short notice drug testing.
• Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety. Category II/ Type 5 Code O.
• The employee may be required to take a random counter-intelligence polygraph and submit to additional background checks as a condition of employment.
• Position is Centrally Managed by the Cyberspace and Information Technology CFT.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes applying total infrastructure protection environment; systems security certification and accreditation requirements and processes; and Federal information systems security protocols sufficient to integrate information systems security with other security disciplines; certify systems or network accreditation; and ensure coordination and/or collaboration on security activities where the ARC has been assigned responsibility; Recommend Security Controls for Federal Information Systems and Organizations SAP information assurance management and security regulations, practices, and procedures; sufficient to prepare and present briefings to senior management officials on complex/controversial issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the policies, practices, regulations, and laws concerning SAP information assurance management processes and initiatives, Clinger-Cohen Act, Federal Information Security Management Act, and Privacy Act.

2. Knowledge of the Joint Special Access Program Security Guide (JSIG) requirements, to include the Risk Management Framework (RMF) and the Continuous Monitory Process (CMP).

3. Knowledge of the AF SAP Information Technology Portfolio Management processes to include but not limited to DoDI 5205.11, Management, Administration and Oversight of DoD SAPs, DoD 5205.07-M SAP Security Manual, NIST SP 800-53 Rev 4, Recommended Security Controls for Federal Information Systems and Organizations.

4. Knowledge of SAP information assurance management and security regulations, practices, and procedures.

5. Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, AF, and organizations that govern, interface with, and/or influence the Special Access Programs process and information assurance management processes.

6. Skill to plan, organize, and direct the functions of a multi-person contractor element in critical aspects of Information Assurance practices for the AF SAP community.

7. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
