Metro Advanced Transportation Planning DirectorThe San Antonio District is seeking a visionary leader to serve as the Metro Advanced Transportation Planning Director, a key role responsible for guiding transportation investments in one of the nation's fastest growing metropolitan regions. This position provides strategic leadership for metropolitan transportation programming, funding development, and management of the district's Unified Transportation Program (UTP) portfolio, helping advance projects that improve mobility, safety, economic development, and community connectivity. Reports to the Director of Transportation Planning and Development, Deputy District Engineer, District Engineer. Manages a group of professional, technical, and clerical employees engaged in transportation planning activities. Work requires contact with governmental officials and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Coordinates development of the Unified Work Program with MPOs and monitors expenditures of federal planning funds. Coordinates with staff engineers regarding planning operations as they relate to administration, programming, design, construction, right of way and maintenance. Develops and monitors the transportation planning budget. Oversees data collection, analyses, forecasts and plan development. Oversees district participation in development, coordination and implementation of the Unified Transportation Program, the State Transportation Plan and action plans for specific projects. Oversees long-range and short-range transportation planning and coordinates with Regional Mobility Authorities/Metropolitan Planning Organizations (MPOs) to develop the annual Transportation Improvement Program and Metropolitan Transportation Plans. Oversees the administration of public transportation grants and related programs. Oversees urban transportation planning including land use and population inventories, travel demand modeling, drafting and graphics, map preparation and highway performance monitoring. Provides technical direction for the development and execution of transportation analysis or planning research. Recommends transportation planning and development training needs. Represents the district at various meetings and public hearings. Responsible for the advanced transportation planning program in a district. Serves as liaison between the Federal Highway Administration and MPOs on matters impacting urban transportation planning programs. Serves as liaison with local officials and the public concerning proposed project development and planning. Performs other job responsibilities as assigned.Minimum Qualifications: Education: Bachelor's Degree in Transportation planning, public transportation, engineering. Relevant work experience may be substituted for degree on a year per year basis. Experience: 5 years of experience in Transportation planning. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience. Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. Competencies: Applicable analysis methodologies, forecasting methodologies, applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems, state, county and local government operations and metropolitan planning organizations or regional mobility authorities affecting highway and transportation development and operations, applicable engineering workstations and applications to support efficient planning and design activities, environmental laws, regulations and mitigation requirements pertaining to natural resources, applicable industry safety standards, guidelines, and specification codes, budgeting methods and procedures, applicable contract/grant/funding/project/program processes, policies and procedures, applicable laws, rules, and regulations establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks, public relations for maintaining effective working relationships with individuals and groups, both internal and external, applying engineering principles, practices, and methods in job responsibilities, overseeing and coordinating projects and program activities, analyzing, organizing, and communicating business and technical data, training in a classroom, office, or field environment, using computers, applicable programs, applications, and systems. Manages financial and personnel resources to achieve individual and organizational goals. Delegates both routine and important tasks and decisions; shares authority but has ultimate accountability.Physical Requirements and Working Conditions: Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.
