Lead HR Specialist

Responsibilities Utilize authoritative knowledge and skill in applying the full range of HR methods, principles, practices, and evaluative methodologies sufficient to advise on and/or resolve the full range of operational problems. Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives with impact analyses to management to find appropriate HR solutions. Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria. Manage and maintain full visibility over all Request for Personnel Action (RPAs) from cradle to grave, and provide advice/assistance in all stages of the recruitment process. Give advice, counsel, or instruction to employees on both work and administrative matters. Participate in the preparation of regularly scheduled production reports. Develop and present technical briefings to staff and others. Specialized Experience One year of specialized experience which includes utilizing civilian human resource (HR) laws, regulations, policies, and procedures to resolve recruitment/staffing issues; providing full recruitment lifecycle civilian HR services to customers to include providing advisory services, completing job analysis, completing qualifications analysis, and coding or processing personnel actions; utilizing automated systems to complete HR-related tasks; and providing technical guidance, assistance, advice, or training to other employees regarding civilian HR recruitment/staffing topics. For this job, applicants must meet the qualification requirement using experience alone - no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
