Code Enforcement Manager

Job Title Code Enforcement Manager Overview The Code Enforcement Manager class is the first level management class within the Code Enforcement Officer series. This class oversees staff involved with code enforcement and works closely with representatives of elected officials, public safety, and health departments at the local and state level. The manager is responsible for administering and evaluating code enforcement programs and assignments, ensuring compliance with state and local codes regarding nuisance abatement, blight control, housing, zoning, vehicle violations, and other hazardous conditions. Knowledge Zoning, housing, vehicle and nuisance abatement codes Criminal and civil laws, legal processes and court procedures for code enforcement Law enforcement processes and procedures in the areas of arrest, search and seizure and constitutional rights Management principles and supervisory techniques Interpersonal, oral and written communication skills Team dynamics and team building skills Conflict resolution techniques Budget preparation and monitoring Grant writing techniques Computer software for writing reports, monitoring expenditures, and making presentations Ability Determine staff training and equipment needs Understand and follow due process procedures as taught in POST course (PC832) as well as Federal and State laws incorporated in County codes Develop policies and procedures that guide supervisors in training and monitoring their teams and in charging customers for code enforcement activities Follow guidelines and regulations for grant administration Review requests for alleged code violations investigations and determine appropriate course of action Resolve property owners' challenge of violation notices and billing questions concerning enforcement fees Make presentations to hearing officers, community/neighborhood groups and County staff Coordinate the criminal prosecution of code violators Minimum Qualifications Either: 1a. Two years of full-time paid experience in the class of Supervising Code Enforcement Officer in Sacramento County. 1b. Completion of 60 semester or 90 quarter units from an accredited college or university with 18 semester or 27 quarter units in Criminal Justice, Sociology, Public Administration, Business Administration, Political Science, or a field related to the intent of this job class. Or: 2a. Three years of full-time paid experience, two years of which must be at the supervisor level or higher, in a public sector environment, engaged in performing difficult, sensitive, and technical code enforcement, zoning enforcement, zoning administration, vehicle abatement, building inspection, or environmental health inspection; 2b. Completion of 60 semester or 90 quarter units from an accredited college or university with 18 semester or 27 quarter units in the same fields as above. 3. Five years of full-time paid experience in a public sector environment, two years of which must be at the supervisor level or higher, engaged in performing difficult, sensitive, and technical code enforcement, zoning enforcement, zoning administration, vehicle abatement, building inspection, or environmental health inspection. Note: If the word “experience” is referenced in the minimum qualifications, it means full‑time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part‑time paid experience may be accumulated and pro‑rated to meet the total experience requirements. General Qualifications Certification Requirements: Penal code 832 module 1 (Arrest, Search and Seizure) Certification or the equivalent is required within 12 months of appointment. License Requirements: A valid California Driver’s License, Class C or higher is required prior to appointment in this class. Failure to maintain the appropriate California Driver’s License may constitute cause for personnel action. Working Conditions: Most work will be in an office setting but working conditions could include: Exposure to unsanitary conditions with exposure to grease, oils, fumes, pesticides, lead, asbestos, mold, hazardous chemicals, communicable bacteria, rodents, and drug paraphernalia Confrontational interactions with customers Physical Requirements Walk on uneven terrain Navigate buildings with junk, rubbish and deteriorating conditions Shift, Weekend, and Holiday Work Incumbents are required to attend night and weekend meetings Incumbents may be required to work irregular hours, weekends, and holidays Criminal History and Background Check The County may access criminal history information on candidates who have accepted a conditional offer of appointment within this class. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidate’s ability to perform the job duties of this class unless mitigating circumstances exist. The candidate will be fingerprinted and may be subject to adverse action based on criminal background information.
