Anticipated Payroll Manager

Job Summary JOB TITLE: Anticipated Payroll Manager QUALIFICATIONS: 1. Associate or two-year degree in Accounting/Business; Bachelor Degree in Accounting/Business or related field preferred; or minimum of 4 years prior experience in Accounting/Bookkeeping/Payroll with high school diploma or GED. 2. Must meet background clearance requirements as specified by Alabama statutes and State Board of Education regulations. JOB GOAL : Assist in the administration of the system's business affairs FLSA: Non-Exempt REPORTS TO: CSFO
TERMS OF EMPLOYMENT: Salary and benefits shall be paid consistent with the system's approved compensation plan. Length of the work year and hours of employment shall be those established by the system. DUTIES AND RESPONSIBILITIES: 1. Responsible for the assembling, calculating, verifying, posting and filing of payroll data. 2. Responsible for the employee benefit plans such as sick leave, sick leave bank, payroll deductions, health care plans, cafeteria plans, and any other payroll deduction plan.
3. Responsible for new employee set up and for notifying all employees of payroll changes.
4. Responsible for the revision and implementation of a payroll record keeping system and Employee Self-Serve portal. 5. Responsible for training all employees in the use of a payroll record keeping system and Employee Self-Serve portal.
6. Responsible for maintaining and updating procedures/components (employee type, salary schedules, etc.) within the payroll system. 7. Responsible for the maintenance of leave balances and all other time and attendance records. 8. Responsible for the upload and correctness of LEAPS (required payroll information to the SDE)
9. Receives and computes personnel payrolls, making required and authorized deductions. 10. Prepares tax deposits and reports; monthly, quarterly and annually (Form 941, W-2 etc.) 11. Prepares payroll bank account transfer documentation; verifies payroll withholdings and remits payments promptly
12. Prepares monthly reconciliation of payroll bank account and balances to general ledger.
13. Assist in the preparation of annual budget as it relates to payroll. 14. Maintains all employee and substitute files including teacher certification files. 15. Verifies employment contract data (rank of certification, years' experience, etc.).
16. Assists employees with certification matters, tax, insurance and retirement forms. 17. Attend training sessions, conferences, and workshops as assigned or appropriate. 18. Maintain integrity and completeness of personnel files.
19. Demonstrate confidentiality, trust, and a good public image in the performance of duties.
20. Performs other related duties as assigned.
