Water Resources Planning Advisor First review of applications will be Monday, May 11, 2026, and weekly thereafter. Overview A Water Resources Planning Advisor is a professional classification that assists in developing high‑level policy advice, maintains an active liaison with organizations having water‑related interests, advises the Water Resources Department and City management regarding water policy matters, and ensures a sustainable supply of water resources while representing the City of Mesa’s interests in intergovernmental agreements and protecting the City’s investments in joint ventures. Responsibilities Represent the City and serve as a liaison to local and regional water resource groups and agencies, regulatory bodies, and other government agencies. Oversee and administer Mesa’s agreements (Val Vista, Gila River Indian Community, Salt River Pima–Maricopa Indian Community, Greenfield Water Reclamation Plant, Salt River Project, and Central Arizona Project). Interact with other City departments to carry out the City’s objectives relating to water resource management. Advise the Water Resources Department and City management on water policy matters. Ensure comprehensive representation of the City of Mesa’s interests. Provide direction and monitor Operations Maintenance (O/M) and 5‑year Capital Improvement Project (CIP). Coordinate with water operation staff to ensure compliance with the Arizona Groundwater Management Act. Assist the Water Resources Advisor in short‑ and long‑range water planning activities, including research, analysis, issue identification, projections, and related tasks. Lead and negotiate Intergovernmental Agreements (IGAs) with outside entities such as Joint Exercise of Power Agreement, Apache Junction, Greenfield, Val Vista, Tempe, and Gilbert. Offer highly technical and strategic planning assistance and recommendations on the use of groundwater, surface water, and reclaimed water. Interpret, apply, and ensure compliance with water‑resources regulations and other applicable federal, state, and local codes, laws, rules, and regulations. Assist with the development and administration of the City’s water resource master plan. Maintain and analyze data for water‑resource planning and contract compliance. Prepare reports and applications for state regulatory bodies, including Arizona Department of Water Resources annual water use reports. Administer recovery wells, water storage permits, and long‑term storage credit accounting. Provide information and technical assistance in the implementation of the City’s water‑resource program, working with local and regional agencies, other City agencies, the public, and water‑system customers and users. Research issues related to the City’s water rights, supply and demand, and effluent supply and demand. Produce technical reports and analyses on water use and supply, and maintain water production and consumption information files and databases. Assist in the review, approval, and monitoring of sustainable water service projects in accordance with city ordinance and demand ceilings. Perform related duties as required. Qualifications Graduation from an accredited college or university with a Bachelor’s Degree in Environmental Science, Environmental Planning, Business Administration, Public Administration, or a related field. Considerable (3–5 years) full‑time work experience in water resources, water law, water quality, policy analysis, or environmental quality. Must possess a valid Class D Arizona Driver's License by hire or promotion date. Master’s Degree is preferred.
